- Support of Electronically Controlled Pneumatic (ECP) Brake Testing on Passenger Railroad Operations Support of Revision to APTA Passenger Rail Equipment Safety Standards (PRESS) (Sole Source Intent Notice) The Federal Railroad Administration (FRA), Washington, DC, intends to award a Sole Source, Firm-Fixed Price (FFP) Contract to the American Public Transportation Association (APTA), Washington, DC, to provide technical support and organizational services related to the development and implementation of standards for APTA Electronically Controlled Pneumatic (ECP) passenger rail brake systems. T he proposed contract action, for which the FRA intends to solicit to only one source under authority of FAR 6.302, is to develop standards related to ECP brake system implementation, coordinate revenue service testing, facilitate review and updating of certain APTA Passenger Rail Equipment Safety Standards (PRESS) and Recommended Practices (RP). This synopsis is not a request for competitive proposals; however, interested parties may identify their interest and capability to respond to the requirement. Respondents must provide a capability statement for providing technical support services related to the development of standards and organizational services related to Electronically Controlled Pneumatic (ECP) brake systems for passenger rail service. Oral communications are not acceptable in response to this synopsis. Interested parties with the capability of meeting the proposed requirements are requested to provide an E-mail to the FRA point of contact, Mr. Isaac Rosier, Jr. (isaac.rosier@dot.gov) no later than 2:00 p.m. EST Tuesday, 08/15/2017. Such capabilities/qualifications will be evaluated solely to determine whether or not to conduct this procurement on a competitive basis. A determination by the Government not to compete this proposed effort on a full and open competition basis, based upon responses to this notice, is soley within the discretion og the FRA.
