Requests for a solicitation will not receive a response. Responses to this Sources Sought must be in writing. The purpose of this Sources Sought Announcement is for market research to make appropriate acquisition decisions and to gain knowledge of potential qualified Service Disabled Veteran Owned Small Businesses, Veteran Owned Small Businesses, 8(a), HubZone and other Small Businesses interested and capable of performing the work. Documentation of technical expertise must be presented in sufficient detail for the Government to determine that your company possesses the necessary functional area expertise and experience to compete for this acquisition. Podiatry Council on Podiatric Medical Education (CPME) Statement of Work STATEMENT OF WORK CARDIOPULMONARY EQUIPMENT SERVICES Background The Airborne Hazards Center of Excellence at The Department of Veteran Affairs, VANJHCS-East Orange Campus, War Related Illness and Injury Study Center provides state-of-the-art cardiopulmonary assessments for deployed Veterans. Our laboratories are outfitted with 8 separate devices to investigate cardiopulmonary health of Veterans. The Services Extension Plan ensures that all 8 pieces of equipment are properly functioning and covered for immediate repair by extending our manufacturer s warranties. All existing 8 pieces of equipment were manufactured from COSMED USA Inc. The models of equipment include the following: Quark Pulmonary Function Testing (QPFT), Quark Body Plethysmography (Q-Box), Quark Cardiopulmonary Exercise Testing (CPET), Quark Forced oscillometry (i2M), and K4b2 (Mobile CPET). Selection Criteria Vendor must meet or exceed all requirements as specified below. Deliverables or Deliver Schedule Specifications Quark Pulmonary Function Testing (QPFT), Quark Body Plethysmography (Q-Box), Quark Cardiopulmonary Exercise Testing (CPET), and Quark Forced oscillometry (i2M): -The Services Extension Plan provides ongoing service which includes parts replacements, labor and repair service as needed for QUARK PFT Pulmonary Function Testing. -The product will be repaired, recalibrated, and performance tested -- with priority scheduling. -2-day return freight charges are included in the price. Customer is responsible for inbound shipping. - The plan does not cover consumables, consumable sensors, fuses and disposable batteries and no calibration certificate or associated testing material is provided with this plan. K4b2 (Mobile CPET) -Calibration Service Plan: Replacement of consumables -Sampling line (permapure) and internal filters -Internal tubing (when necessary) -O2 sensor replacement Software and Firmware upgrade -Firmware upgrade with latest release available -Verification of software-firmware compatibility Calibrations -Flowmeter Calibration Gas analyzers hardware calibration Gas reference and Delay calibrations Simulated Tests -Metabolic QC test with simulator and certified gas -2-day freight charges are included in the price. These periods are provided on the accompanying quote and illustrated below: Place of Performance Vendor to authorize Warranty Extension Plans for Cosmed cardiopulmonary equipment located at VANJHCS-East Orange Campus. Any Other Requirements unique to the solicitation. None Notice to Potential Offerors: All Offerors who provide goods or services to the United States Federal Government must be registered in the System for Award Management (SAM located on the web at www.sam.gov). It is desirable that any Offeror to have completed their business Online Representations and Certifications Application (ORCA). Additionally, all Service Disabled Veteran Owned Businesses or Veteran Owned Businesses who respond to a solicitation on this project must be registered with the Department of Veterans Affairs Center for Veterans Enterprise VetBiz Registry located at http://vip.vetbiz.gov. All interested Offerors should submit to email john.redmond2@va.gov. All information submissions shall be marked Attn: John Redmond, Contracting Specialist RFI VA242-17-N-0934. Responses are due BY 9:00AM Eastern Standard Time (EST) Friday 8/4/2017. After review of the responses to this announcement, the Government intends to proceed with the acquisition and a formal synopsis and subsequent solicitation announcement will be published.
