- Contracting Office Address: Department of Health and Human Services, National Institutes of Health, National Cancer Institute, Office of Acquisitions, 8490 Progress Drive, Room 4033, Frederick, MD 21701-4998, UNITED STATES Description: The National Cancer Institute (NCI), The National Center for Complementary and Integrative Health (NCCIH), plans to procure on a sole source basis a Miniature Fluorescent Microscope System that is manufactured by Doric Lenses Inc., 357 Franquet Quebec, QC CANADA, G1 P 4N7. The response close date of this notice for this requirement is in accordance with FAR 5.203(a)(1 ). This acquisition will be processed under FAR Part 12 - Acquisition for Commercial Items and in accordance with simplified acquisition procedures as stated in FAR Part 13.106-1 (b)(1 ), and is exempt from the requirements of FAR Part 6. The North American Industry Classification System code is 334516 and the business size standard is 1,000 employees. Only one award will be made as a result of this solicitation. This will be awarded as a firm fixed price type contract. The period of performance: delivery is expected within 60 days of award. It has been determined there are no opportunities to acquire green products or services for this procurement. NCCIH requires a Miniature Microscope System. The system combines fluorescence imaging and optogenetic stimulation/inhibition capabilities within the miniature fluorescence microscope. It can be used for freely-moving or head-fixed configurations. To avoid cross talk between optogenetic stimulation and fluorescence imaging, the hardware provides for at least two distinct spectral bands for light activation or fluorophore excitation (like blue and yellow) and at least two distinct spectral bands for imaging of fluorophores (like green and red). Upon delivery, contractor must notify the NCCIH Technical Point of Contact, shown on the award, to schedule the delivery date and time. Installation: The Behavioral, Neurocircuitry and Plasticity lab under Yarimar Carrasquillo will install the equipment after delivery and acceptance. Payment: Payment shall be made after delivery, installation, and upon Government acceptance of the specified equipment, and submission of an invoice to the address shown in the award pursuant to the invoicing instructions in the award. Due to the specific mlce strains NCCIH uses and the age, the system needs to be light, compact and especially designed to allow for simultaneous and sequential imaging in combination with optogenetic excitation or inhibition within the same brain region to use for functional connectivity and microcircuit analysis as well as phototagging. The Doric miniaturized fluorescence microscope system is the commercially available system that offers the lightest, more compact mini-microscope model that allows for simultaneous calcium imaging and photostimulation or photoinhibition in deep brain structures. This system will be implanted on the head of a mouse that weighs only approx. 30g and that will be freely behaving and tested for pain sensitivity. The heavier and bulkier the apparatus, the more uncomfortable, unstable and unnatural it is for the mouse, which will confound the interpretation of NCC I H's results. Other commercially available systems are bigger, heavier and have not been validated to be useful for NCCIH's current research needs. This notice is not a request for competitive quotation. However, if any interested party, especially small.businesses, believes it can meet the above requirement, it may submit a capability statement, proposal, or quotation, which shall be considered by the agency. The statement of capabilities and any other information furnished must be in writing and must contain material in sufficient detail to allow the NCI to determine if the party can perform the requirement. Responses must be received in the contracting office by 12:00PM EDT, on August 11, 2017. All responses and questions must be submitted to Mary Muir, Contracting Officer via electronic mail at mary.muir@nih.gov. A determination by the Government not to compete this proposed requirement based upon responses to this notice is solely within the discretion of the Government. Information received will be considered solely for the purpose of determining whether toconduct a competitive procurement. No collect calls will be accepted. In order to receive an award, Contractors must be registered and have valid, current Entity Record, including current Representations and Certifications, in the System for Award Management (SAM) through SAM.gov.
