- CONTRACTING OFFICE ADDRESS: Department of Health and Human Services, National Institutes of Health, National Cancer Institute, Office of Acquisitions, 8490 Progress Drive, Room 4033, Frederick, MD 21701-4998, UNITED STATES DESCRIPTION: The National Cancer Institute (NCI), The National Center for Complementary and Integrative Health (NCCIH), plans to procure on a sole source basis a subscription to Trendkite, a PR analytics tool. TrendKite uses the latest big data technologies and data integrations to show the impact of NCCIH's PR/media-relations activities (driving web traffic, lead creation, message/research results reach). The vendor uses advanced search technologies to find all the news mentions NCCIH finds relevant to their mission in news and blog coverage worldwide. TrendKite uses natural language processing and entity extraction/analysis technologies to create analytics that can show NCCIH the impact of those news mentions. The Vendor then takes those analytics and create interactive media analysis reports that make the data easy and accessible. Outline of TrendKite Services Provided During 1-year Subscription:  Access to the TrendKite platform for 3 users (12 months)  Advanced analytics include key message pull through, share of voice comparison, web traffic related to PR, & social amplification  Crawling over 4.1 million global news sources, including Online News, Blogs and Broadcast Coverage  Access to Pinpoint Contacts - includes unlimited list building, access to journalist contact information, and ability to identify new key influencers  Unlimited Customizable Dashboards  Unlimited Daily and weekly news summary alerts  Unlimited on-demand reporting via interactive HTML, PDF or Excel  Unlimited on-going service and support from dedicated account manager The response close date of this notice for this requirement is in accordance with FAR 5.203(a)(1). This acquisition will be processed under FAR Part 12 - Acquisition for Commercial Items and in accordance with simplified acquisition procedures as stated in FAR Part 13.106-1(b)(1), and is exempt from the requirements of FAR Part 6. The North American Industry Classification System code is 541519 and the business size standard is $27.5 million. Only one award will be made as a result of this solicitation. This will be awarded as a firm fixed price type contract. The period of performance: 12 months after date of award. It has been determined there are no opportunities to acquire green products or services for this procurement. PAYMENT: Payment shall be made after delivery, installation, and upon Government acceptance of the specified subscription, and submission of an invoice to the address shown in the award pursuant to the invoicing instructions in the award. This notice is not a request for competitive quotation. However, if any interested party, especially small businesses, believes it can meet the above requirement, it may submit a capability statement, proposal, or quotation, which shall be considered by the agency. The statement of capabilities and any other information furnished must be in writing and must contain material in sufficient detail to allow the NCI to determine if the party can perform the requirement. Responses must be received in the contracting office by 12:00PM EDT, on August 11, 2017. All responses and questions must be submitted to Mary Muir, Contracting Officer via electronic mail at mary.muir@nih.gov. A determination by the Government not to compete this proposed requirement based upon responses to this notice is solely within the discretion of the Government. Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement. No collect calls will be accepted. In order to receive an award, Contractors must be registered and have valid, current Entity Record, including current Representations and Certifications, in the System for Award Management (SAM) through SAM.gov.
