- The Department of the Navy, Naval Facilities Engineering Command (NAVFAC) Marianas, Public Works Department (PWD), Facilities Services Contracting, Guam intends to issue a Request for Proposal (RFP) for a Recurring and Non-Recurring contract with Recurring pre-price line items for one base 12 month period with a provision of three (3) 12-month option periods, if exercised by the Government. The requirement is to provide all labor, management, supervision, tools, material, and equipment required to perform Custodial Services to all U.S. Naval Activities and tenants, U.S. Naval Hospital (Medical Treatment Facilities) and other Federal Agencies on Guam. This notice does NOT constitute a request for proposal, request for quote, or invitation for bid. The intent of this notice is to serve as a PRE-SOLICITATION NOTICE ONLY. The RFP will be issued under N40192-17-R-9102 and is expected to be posted on the Navy Electronic Commerce Online (NECO) on or around 16 August 2017 at https://www.neco.navy.mil. The estimated proposal due date shall be at least 30 days after the RFP is posted. The proposed acquisition is a competitive Historically Underutilized Zone (HUBZone) Small Business set-aside. The Government will only accept offers from eligible SBA Certified HUBZone small business set-aside entities. North American Industry Classification Standard (NAICS) code is 561720 with an annual standard size of $18.0 million. Award will be made to the responsible Offeror whose offer conforms to the solicitation and represents the best value to the Government, price and non-price factors considered. A site visit will be conducted at Naval Hospital and Naval Base Guam. The date and time will be included in the solicitation for this effort. NOTE: THIS WILL BE THE ONLY SITE VISIT HELD FOR THIS SOLICITATION. Additional requests for site visits will not be entertained. Offerors will be able to view and/or download the solicitation and any attachments at https://www.neco.navy.mil. IT IS THE SOLE RESPONSIBILITY OF THE OFFEROR TO CONTINUALLY VIEW THE NECO WEBSITE FOR CHANGES to the solicitation, as this will be the only method of distribution of amendments. All prospective contractors are required to register in the System for Award Management (SAM) database. Failure to register in the SAM database will make an offeror ineligible for award. Offerors and contractors may obtain information on registration and annual confirmation requirements via the Internet at https://www.sam.gov/portal/SAM/.
