THIS IS A SOURCES SOUGHT NOTICE ONLY. THIS IS NOT A REQUEST FOR PROPOSAL. THERE WILL NOT BE A SOLICITATION, SPECIFICATIONS, OR DRAWINGS AVAILABLE AT THIS TIME. An Indefinite Delivery Indefinite Quantity, Single Award Firm Fixed Price Contract is anticipated for Architectural-Engineering (A/E) services for the Naval Facilities Engineering Command Southwest, San Diego, California. The North American Industry Classification System (NAICS) code for this procurement is 541620 Environmental Consulting Services , and the annual size standard is $15,000,000. PURPOSE (1)This is a market research tool used to determine the availability and adequacy of business sources prior to determining the method of acquisition and award. All businesses, large and small, are encouraged to respond, with indication of business size classification, including: Large, certified 8(a) Small Business, SBA certified HUBZone Small Business, Small Disadvantaged Business, Veteran-Owned Small Business, Service-Disabled Veteran-Owned Small Business, Women-owned Small Business, and Small Business. Business Note: The applicable size standard is $15,000,000.00 annually. (2) Determine if the firm is submitting will fall under any of the following categories: Prime, Sub-Contractor, 8(a) Mentor Protégé Joint Venture, or Other Joint Venture Relationship. This Sources Sought Synopsis is one facet in the Government s overall market research in regards to whether the proposed solicitation, if any, will be issued as a competitive set aside or as a full and open (unrestricted) procurement. The information gathered will be used for preliminary planning purposes only. No procurement strategy will be determined solely on the information received in response to this Sources Sought Synopsis. It is anticipated that one contract will be awarded under a single synopsis. The duration of the contract is one year from the date of an initial contract award (Base year) with four additional one-year option periods. The combined value of all Task Orders issued under the contract resulting from this solicitation shall not exceed $30,000,000 over the base year and four option years. Individual Task Orders typically range between $15,000 and $5,000,000. Multiple Task Orders for different A/E services may be awarded requiring the selected Firm to perform complex task orders with overlapping field work and/or deliverables. It is projected that the task orders would be for Marine Corps Base Camp Pendleton in support of the decommissioning of the San Onofre Nuclear Generating Station located in San Diego, California. Travel to different locations within the United States may be required to support Public Involvement or briefings. Naval Facilities Engineering Command (NAVFAC) Southwest is seeking potentially qualified sources with current relevant qualifications, experience, personnel, and capability to perform, under contract, all management, labor, travel, transportation, equipment, material, and supervision necessary for A/E services at San Onofre Nuclear Generating Station (SONGS) located in San Diego, California. The San Onofre Nuclear Generating Station (SONGS) is a former nuclear power plant that will eventually enter a decontamination and dismantlement (D and D) phase. Although the D and D is not a DoD responsibility, the plant is located on Marine Corps Camp Pendleton Property and the timeline of decommissioning is anticipated to continue past the current Easement s expiration date. A/E services required are to prepare supporting information and studies for the Government s preparation of a proposed real estate action for the SONGS property on behalf of the Navy. The support includes the preparation of documents to meet legal requirements, studies, plans and testing, including but not limited to, work in the following Two major categories: Environmental: National Environmental Policy Act support, environmental conditions of property, scoping and confirmatory sampling (chemical/radiological), analysis and assistance with document reviews (decontamination and dismantlement, spent fuel management, prior environmental studies, etc,), cost analysis, re-use scenario development. Services may include an Environmental Impact Statement and/or an Environmental Assessment (including biological resources effects analyses; topography, geology and soils effects analyses; air quality/climate change effects analyses; noise effects analyses; cultural resources effects analyses; water quality and hydrology effects analyses; socioeconomics and community services effects analyses; land use effects analyses; coastal resources effects analyses; transportation/traffic effects analyses; utilities analyses; public health and safety effects analyses; visual quality effects analyses; project public participation planning (meetings, forums, and other community outreach) and implementation; and other important considerations analyses), regulatory consultation document preparation (including but not limited to United States Fish and Wildlife Service, National Marine Fisheries Service, United States Army Corps of Engineers, Regional Water Quality Control Board, California Coastal Commission, and State Historic Preservation Officer). Contractors must be familiar with site investigations, cleanup and disposal of radiological and chemical contamination including development and implementation of re-use and free-release scenarios, This includes experience in the following: Dismantlement and Decommissioning of Nuclear Power Plants; Multi-Agency Radiation and Site Survey Inspection Manual; Comprehensive Environmental Response, Compensation, and Liability Act; the Resource Conservation and Recovery Act; the Environmental Protection Agency s Risk Assessment; National Environmental Policy Act; Geotechnical Analysis; structural engineering; large scale administrative record retention and archival/data collection and organization services; Environmental Conditions of Property per the DoN Environmental Policy Memorandum 06-06: Streamlined Environmental Procedures Applicable to Non-Brac Real Estate Actions ; and all other applicable environmental laws, regulations, policies, and Executive Orders. This also includes environmental restoration for chemical and radiological contamination The scope will contain task orders of high complexity, scope and magnitude. Tasks will require the Firm to have an experienced multi-disciplinary team, including but not limited to personnel with American Institute of Certified Planners (AICP), Professional Geologist (PG), Certified Health Physicists (CHP) and Professional Engineer (PE) credentials. Services also include collection, management, and archival of the administrative record and non-contract related project files in accordance with the Administrative Procedure Act (5 U.S.C. 500 et seq.). Real Estate: Services may include general real estate support services such as legal boundary surveys and other supportive efforts. Services will require experience in legal boundary surveys in the State of California, and County of San Diego. Contractors must utilize a Professional Land Surveyor(s) licensed in the State of California or a Civil Engineer legally authorized to practice Land Surveying in the State of California and be familiar with AutoCad, GIS, legal plats and drawings; right-of way and property boundary lines and legal descriptions; topographic surveys; planimetric maps; geodetic surveying; record of surveys; American Land title Association Surveys; aerial surveys; ortho-photography; hydrographic surveys; subsidence and erosion investigations/reports; and other mapping and survey related needs. The Contractor must have experience with the applicable State, County, and local laws/regulations/standards for Legal Boundary Surveys and Mapping. Additionally, the Contractor should have experience in economic and business case analyses in compliance with Unified Facilities Criteria (UFCs) and NAVFAC s P-442. This should include being able to identify the financial implications of multiple alternatives including but not limited to short term/long term maintenance costs, construction costs, and any other applicable costs, The Contractor should also be able to provide advice on the projected costs of decommissioning and determine if the DoN s alternatives, with necessary cleanup of the property are covered by the decommissioning fund. The Contractor shall also provide advice on insurance options such as environmental, risk of loss, property and bodily injury to ensure that the DoN is protected. THIS SOURCES SOUGHT IS NOT A REQUEST FOR PROPOSAL. It is a market research tool used to determine the availability and adequacy primarily of business sources prior to determining the method of acquisition and award. The Government is not obligated to, and will not pay for any information received from potential sources resulting from this sources sought. It is requested that interested businesses submit to the contracting office a brief capabilities statement package no more than 11 total printed single-sided letter-size pages (including cover letter and all attachments) with 10-point minimum font demonstrating ability to perform the requested services. Required format is Adobe Acrobat, plain text, or Microsoft Office Suite compatibility. This documentation shall address, at minimum, the following: 1.Cover Sheet: One (1) page, which MUST include: a.Firm name, Address, and Primary Phone Number, DUNS Number, and Cage Code; b.Firm s Status and Size of the Business, relative to the NAICS code 541330; c.Two Points of Contact for the firm, with title, phone numbers, fax number, and e-mail addresses; d.Short description of the firm s history, including years in business, number of employees, and main disciplines of the firm; e.Statement regarding small business designation and status. Provide negative small business status and designation if applicable. 2.Firm s Experience: Up to four (4) pages should be dedicated to firm s past and current projects within the last five years (2012 to 2017) that show the firm s ability to perform relevant services, similar in scope and complexity as described above. This MUST include the following information: a.Contract Number and Task Order Numbers, as applicable; b.Customer /Client Name (to include DOD agency, other government agency, prime contractor if work performed as subcontractor, private entity, etc.); c.Total Contract Value/Task Order and Type of Contract (A and E, firm fixed-price, cost reimbursement); d.Period of Performance (from/to dates of contract work performance); e.Location where work was performed; f.Specific Description of Work Performed; g.Highlight projects comparable ($15,000 - $20,000,000) in scope and complexity; h.Indicate if your firm was the prime or subcontractor (if a subcontractor, what type of work was your firm responsible for); and what percentage was performed i.At least one (1), preferably two (2), current client Point of Contact references who are certain to have knowledge of work performance. References shall include company/agency name, contact name, job title, phone number, fax number, and email address. j.Evidence that your firm has completed multiple projects simultaneously. Identify the largest number of projects completed simultaneously, the value of each project, and the location of each project. The intention is to show that the company can manage multiple task orders at the same time, that meet the schedule provided in the scope of work without delays and without degradation in work quality. k.The Responder must show experience in each of the following: complex/controversial Environmental Impact Statements, Real Estate surveys as listed above, restoration of chemical and radiological contamination (including experience in developing sampling plans and remedial action plans), risk management that includes community relations, mapping/legal boundary surveys, business case analyses, decommissioning and dismantlement of nuclear power plants. For NEPA EIS projects please include the EPA rating of the Draft EIS and a brief description of the controversy surrounding the project. 3.Organizational Structure Key Personnel: a.One (1) or two (2) pages that provide: An organizational chart that shows the staff that are available at the firm to work on the project who have significant experience in these fields. The personnel information must include the name, the number of years that person has been with the company and a brief description of past projects related to the requested services provided above and any credentials, education, certifications, or other applicable professional qualifications. If the key personnel position is not directly employed by the firm, identify who and where the key personnel will come from. 4.SBA Certification Documents: Provide a copy of any and all certification by the Small Business Association (SBA): 8(a) and/or HUBZone small business certifications. (Copies of SBA Certifications are not counted in the fifteen (11)-page limit). 5.Identification of any potential conflicts of interest including, but not limited to prior/current work with Southern California Edison, San Diego Gas and Electric, and/or prior/current work on studies for the San Onofre Nuclear Generating Station. These studies include but are not limited to prior analyses for the San Onofre Nuclear Generating Station co-owners or the SONGS related California Environmental Quality Act Documentation. Conflicts of interest may, in some cases, disqualify firms. RESPONSES ARE DUE by between 28 August 2017 and 30 September 2017. Responses must be in PDF format and should be submitted as one pdf document. LATE RESPONSES WILL NOT BE ACCEPTED.
