Description
This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR 12.6 as supplemented with additional information included in this notice. This announcement constitutes the only solicitation and a separate written solicitation will not be issued. This solicitation number is NICHD-17-142 and is issued as a Request for Quotation (RFQ). The solicitation/contract will include all applicable provisions and clauses in effect through Federal Acquisition Circular 2005-95. The North American Industry Classification (NAICS) Code is 334516 and the business size standard is 1000 employees. However, this solicitation is not set aside for small business. This acquisition is being conducted using Simplified Acquisition Procedures in accordance with FAR Part 13. Eunice Kennedy Shriver National Institute of Child Health and Human Development (NICHD) have a requirement for a vendor who can provide the following EMD Millipore Corporation products and service(s): Item 1) Catalog# 40-014 -- Milliplex FlexMAP 3D - Quantity (1) EA Item 2) Catalog# TRONSITE-FM3D -- TRONSITE-FM3D: Onsite Installation & Training - FLEXMAP 3D Instrument includes: Assistance with pre-site evaluation form, White glove delivery and installation of FM3D completed by Luminex Field Service Engineer, Instruction on correct care and maintenance of instrument (daily, weekly, monthly, yearly), Set-up of protocols, batches, multi-batches and analysis thereof, Export of raw data files for third party software analysis (e.g., MILLIPLEX® Analyst) - Quantity (1) EA Item 3) Catalog# 40-086 -- Milliplex Analyst 5.1, 1 seat license - Quantity (1) EA The lab at the National Institutes of Health conducts clinical and basic research in perinatal medicine and related disciplines with the goal of developing novel diagnostic, therapeutic and preventive strategies to reduce adverse pregnancy outcomes, infant mortality and disability. To achieve this goal, it is crucial to study the expression and regulation of relevant biomarkers involved in the maternal and fetal diseases. Immunoassays are utilized to measure biomarkers concentrations in the biofluids such as maternal blood, cord blood and amniotic fluid. Currently the lab has a multiplex immunoassay platform Luminex 100, which can run multiple assays simultaneously to minimize consumption of sample volume and reduce assay cost. However, now an upgraded Milliplex FlexMP 3D is necessary and to 1) keep the consistency of scientific data by using the same platform; 2) increase cost-effectiveness via using multiplex immunoassays; 3) save sample volume to maximize sample usage. The FlexMAP utilizes the latest multiplexing system launched utilizing proven xMAP Technology. Some significant features not seen before in previous Luminex systems are: •Increased Multiplexing w/up to 500 analytes per well • Versatile platform which can be used for a variety of applications including but not limited to, immunoassays, genotyping, gene expression or enzyme assays in a 96 or 384 well format •Improved accuracy w/4.5 logs of dynamic range (4-800,000 MFI) •Higher Throughput - Fast turnaround time w/a dual syringe configuration, 96 well plate in less than 20 minutes, 384 well plate in 1 hour, 15 minutes •State-of-the-art Software based on xPONENT 4.0 Software Solutions, Automation and LIS interface compatible, 21 CFR part 11 compatible upgrade •Ease of use w/enhanced usability and walk-away time for maintenance and calibration functions The offeror must include a completed copy of the provision of FAR Clause 52.212-3, Offeror Representations and Certifications - Commercial Items with its offer. The provisions of FAR Clause 52.212-1 Instructions to Offerors - Commercial Items; FAR Clause 52.212-2, Evaluation - Commercial Items -Evaluation Procedures: The Government will award a contract resulting from this solicitation to the responsible offeror whose offer, conforming to the solicitation, based on lowest price/technically acceptable. Only those offerors determined to be in compliance with the requirements as stated in this solicitation will be considered for award. Non-conformance with this requirement may result in the offeror's quote being determined unacceptable. FAR Clause 52.212-4, Contract Terms and Conditions - Commercial Items; and FAR 52.212-5, Contract Terms and Conditions Required to Implement Statutes or Executive Orders - Commercial Items - Deviation for Simplified Acquisitions applies to this acquisition. The offeror must include their Dun & Bradstreet Number (DUNS), the Taxpayer Identification Number (TIN), and the certification of business size.
