- This is a notice of intent to sole source. The Portland District intends to award a sole source, firm fixed price service contract to the Oregon Department of Forestry, 2600 State Street, Salem, OR 97310-1336 in accordance with FAR 13.106-1(b)(1)(i) - Only one source. FAR part 13 procedures are to be utilized, as this action is expected to be under the non-commercial, simplified acquistion threshold. The U.S. Army Corps of Engineers, Portland District's Willamette Valley, Rogue Valley, and Channels and Harbors Operating Projects require wildland fire protection and suppression, on or in areas threatening Corps lands in Oregon. Structure (building) firefighting are NOT included in this contract. Essential services include: - Coordinating all applicable Oregon Department of Forestry Fire Districts in emergencies and for fire prevention efforts. - Providing patrol, public education, and enforcement of the Oregon Department of Forestry fire restrictions within Fire Protection District Boundaries on protected Corps lands. - Providing immediate/emergency wildland fire protection and suppression on/in areas threatening Corps lands in the geographic range of the Willamette Valley, Rogue Valley, and Channels and Harbors Operating Projects in Oregon. There are more than 15,000 upland acres in this geographic range at risk for wildland fire. This work significantly involves the coordination of various Oregon Department of Forestry Fire Districts in emergencies and for fire prevention efforts, as well as the patrol and enforcement of Oregon Department of Forestry fire regulations, the ability to set IFPLs (Industrial Fire Protection Levels), and issue waivers during fire season. Wildland fire protection/supression is only a small subset of this effort, related to the Oregon Fire District coordination efforts. The Oregon Department of Forestry is the only known source with the authority to conduct the Oregon Fire District coordination and the patrol and enforcement efforts required of this work. This synopsis is for notification purposes only and does not constitute a solicitation for bids or proposals. Oral communications are not acceptable in response to this notice. Responses received by August 7, 2017 at 4:00pm PDT will be considered by the government solely for the purpose of determining whether to conduct a competitive procurement in the future.
