- Statement of Work Justification for Other than Full and Open Competition The Federal Communications Commission (FCC) intends to issue a sole source purchase order DASY6 system upgrade kit with computer, Specific Absorption Rate (SAR) measurement probe including calibration, and 3 batches of Broadband Tissue Simulating Liquid from Schmid & Partner Engineering AG (SPEAG). DASY6 will be an upgrade from DASY5 to be used in the RF exposure measurement system installed at the OET Laboratory. The period of performance for this effort is one year from date of award. Please see the attached Statement of Work and Justification for Other than Full and Open Competition for more information. This notice of intent is not a request for proposals or quotations. The authority for negotiating a sole source basis is made under 41 U.S.C. 253 (c) (1) and FAR 13.106-1(b) which permits soliciting from a single source, if the contracting officer determines that the circumstances of the contract action deem only one source is reasonably available. Any challenges to this sole source requirement must be received by August 15, 2017 NO later than 5:00 PM Washington D.C. local time, in writing, and sent to William.Levenson@fcc.gov and Nereyda.Dunn@fcc.gov in order to be considered by the Government for the purpose of determining whether or not to compete the requirement. Challenges must include information sufficient to enable the Government's needs as stated herein. A determination by the Government not to compete this proposed requirement based on responses to this notice is solely within the discretion of the Government. The FCC has already identified that there are no other capable sources, and the FCC will issue a Firm-Fixed Price Purchase Order to: Schmid & Partner Engineering AG Zeuhausstrasse 43, 8004 Zurich Switzerland
