The solicitation is issued as a Request for Quote (RFQ). This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotes are being requested and a written solicitation will not be issued. This requirement is a Woman Owned Small Business (WOSB) set aside, Firm-Fixed Price Award. The North American Industry Classification Code System (NAICS) code is 541611 and the small business standard is $15.0 million. The RFQ is for the acquisition of development and enhancement of The Office of Science Policy (OSP), located within the Office of the Director (OD), National Institutes of Health (NIH). Independently, and not as an agent of the government, the Contractor shall provide the service detailed in the Statement of Work (SOW) using the following labor category. The Contractor shall be paid in accordance with the fixed monthly rates shown below for job category/title(s)of work specified. Please see Attachment A. The National Institutes of Health (NIH) intends to make one award from this Combined Synopsis-Solicitation. There shall be a one (1) year base period and four (4) one year option periods for this requirement. II. STATEMENT OF WORK (SOW) A. PURPOSE: The purpose of this requirement is to provide services for The Office of Science Policy (OSP), located within the Office of the Director (OD), National Institutes of Health (NIH) for addressing the scientific, ethical, legal, and societal issues raised by advances in biotechnology research. The Office of Science Policy (OSP), located within the Office of the Director (OD), National Institutes of Health (NIH), is the focal point within the U.S. Department of Health and Human Services (DHHS) for addressing the scientific, ethical, legal, and societal issues raised by advances in biotechnology research. OSP activities fall into several program areas: recombinant and synthetic nucleic acid research (including human gene transfer), genetics and society, biosecurity in life science research, and clinical research policy and analysis. A critical objective in OSP's mission is to gather, evaluate, and disseminate information regarding developments in these arenas of biomedical research. Within the scope of this project, the contractor shall provide technical and scientific advice and guidance to OSP on the design and implementation of programs and policy activities related to the NIH Guidelines for Research Involving Recombinant or Synthetic Nucleic Acid Molecules, and the federal policies related to research with dual use potential. C. SCOPE OF WORK The contractor shall perform the following tasks: • Coordinate the development and implementation of national and regional programs involving education and outreach strategies relevant to the oversight of recombinant or synthetic nucleic acid research and other OSP program areas; •· Establish and maintain strong lines of communication between OSP and the research and patient communities (including investigators), Institutional Biosafety Committees (IBCs), Institutional Animal Care and Use Committees (IACUCs), Institutional Review Boards (IRBs), academic and industrial research administrators, patients and advocacy organizations, in the area of recombinant and synthetic nucleic acid research. In addition, the contractor shall enhance liaison with program officers and executive officials at the NIH Institutes and Centers and other federal agencies such as the Food and Drug Administration, the Centers for Disease Control, DHHS Office of Human Research Protections, and the United States Department of Agriculture. Develop and implement strategies to stimulate enhanced communication between IBCs, IACUCs and IRBs relevant to the NIH Guidelines for Research Involving Recombinant or Synthetic Nucleic Acid Molecules, as well as to improve interaction and cooperation with national advocacy and voluntary organizations, scientific and professional organizations and federal agencies. Such strategies include conducting meetings and seminars and developing correspondence and communications systems to disseminate information, as needed, to support efforts related to biosafety and recombinant and synthetic nucleic acid research. • Serve as a key point of contact with the research and patient communities, in the area of recombinant and synthetic nucleic acid research. Receive input about important issues, concerns, and challenges related to the NIH Guidelines in order to identify points of emphasis in OSP's educational programs. Respond to inquiries and develop and provide information on the OSP biosafety and biosecurity programs and policies. Perform strategic analyses of public information needs and develop initiatives to ensure timely dissemination of information based on target audiences, e.g., lay public, news media, scientific research community, Congress and other local, state and federal agencies. • Oversee the development of educational materials to convey key compliance information and to aid in the understanding and interpretation of the NIH Guidelines. Synthesize educational materials to make them more accessible to research and biosafety communities, OSP staff, committee members, and other end users. • Review and coordinate informational materials and products associated with external communications initiatives or relevant policies to include talking points, statements, briefing papers, fact sheets, news releases, reports, agendas, copy for printed informational products, notices for the web and listserv, and PowerPoint slides for presentations. • Conduct workshops and presentations at national and regional meetings, seminars and conferences to convey information about the NIH Guidelines and other relevant OSP activities or policies. Organize and conduct focus groups, as needed, to determine public information needs for the purpose of designing, re-designing and/or enhancing OSP policies and informational products in the areas of biosafety and recombinant or synthetic nucleic acid research. • Serve as a key member of a team that conducts site visits to evaluate institutional compliance with the NIH Guidelines, evaluates findings and prepares detailed reports of findings with recommendations for improvement. • Provide biosafety expertise in OSP discussions of biosafety policy matters. Support efforts to re-evaluate the NIH Guidelines, in light of the current state of the science and the risk landscape, including efforts such as workshops, stakeholder meetings, and analytical reports. • Provide biosafety and biosecurity expertise in various venues, including providing support for the National Science Advisory Board for Biosecurity (NSABB) and activities related to dual use research policies, and support of various interagency discussions related to biosafety and biosecurity policy. D. GOVERNMENT RESPONSIBILITIES: The work shall be performed at the Office of Science Policy (OSP), 6705 Rockledge Drive, Bethesda, MD 20817. Therefore, the Government will provide all equipment and supplies necessary that are usual and customary in an office setting. E. PERIOD OF PERFORMANCE: The period of performance for this contract is five years (BASE + 4 option years) from the award date. F. OWNERSHIP: All materials developed, and equipment and supplies provided, under the scope of this contract are the sole property of the Federal Government. G. REPORTING REQUIREMENTS: The COR will provide an overview of all work products and advice and guidance on work processes and methodologies. The contractor shall provide OSP with monthly financial reports detailing expenditures and other reasonable costs incurred under the contract and will invoice accordingly. Travel expenses will be reimbursed in accordance with applicable federal Government policies. The contractor shall provide original receipts for all travel related expenses over $75.00, except mileage on personal automobile. All work shall be performed in a professional manner and all tasks must be met as defined in the Statement of Work in the time frame directed by the COR. The Contractor agrees to use its best efforts to undertake, carry out and complete for the Government, in a satisfactory and competent manner, all work and services described in the contractor tasks. Contractor agrees to maintain liaison with the Government to ensure a well-integrated project effort. H. KEY PERSONNEL: Where "key personnel" have been identified in this contract, it has been determined that such named personnel are necessary for the successful performance of the work under this contract, and that the contractor agrees to assign such personnel to the performance of the work under this contract/task, and shall not reassign or remove any of them without the consent of the Contracting Officer (CO). Whenever for any reason, one or more of the aforementioned personnel is unavailable for assignment for work under the contract; the contractor shall immediately notify the CO and COR to that effect and shall, subject to the approval of the CO without formal modification to the contract, replace such personnel with personnel of substantially equal ability and qualifications. To qualify whether replacement is of equal or greater ability, the Contractor must submit a resume and certifications if applicable of the replacement to the Contracting Officer's Representative (COR). Key Personnel: See Attachment B - Key Personnel KEY PERSONNEL, HHSAR 352.237 - 75 (Dec. 18, 2015) The key personnel specified in this contract are considered to be essential to work performance. At least 30 days prior to the contractor voluntarily diverting any of the specified individuals to other programs or contracts the Contractor shall notify the Contracting Officer and shall submit a justification for the diversion or replacement and a request to replace the individual. The request must identify the proposed replacement and provide an explanation of how the replacement's skills, experience, and credentials meet or exceed the requirements of the contract (including, when applicable, Human Subjects Testing requirements). If the employee of the contractor is terminated for cause or separates from the contractor voluntarily with less than thirty days' notice, the Contractor shall provide the maximum notice practicable under the circumstances. The Contractor shall not divert, replace, or announce any such change to key personnel without the written consent of the Contracting Officer. The contract will be modified to add or delete key personnel as necessary to reflect the agreement of the parties. (End of clause) I. GOVERNMENT FURNISHED PROPERTY: When tasks are designated as on-site and it is deemed necessary, the Government will furnish a desk and other appropriate office furniture, computer terminal, printer and fax machine if so required, telephone, telephone instruments, and other material appropriate to performance of the tasks. No secretarial support will be provided. If germane to the task, the Government will furnish computer resources so that software related activities may be accomplished on the same system which the software will be operating. J. ACCESS TO NATIONAL INSTITUTES OF HEALTH (NIH) ELECTRONIC EMAIL: 52.245-1 -- Government Property. (Jan 2017) 52.245-9 -- Use and Charges. (Apr 2012) All Contractor staff that have access to and use of NIH electronic mail (e-mail) must identify themselves as contractors on all outgoing e-mail messages, including those that are sent in reply or are forwarded to another user. To best comply with this requirement, the Contractor staff shall set up an e-mail signature ("AutoSignature") or an electronic business card ("V-card") on each Contractor employee's computer system and/or Personal Digital Assistant (PDA) that will automatically display "Contractor" in the signature area of all e-mails sent. K. TYPE OF CONTRACT/NUMBER OF AWARDS It is anticipated that there shall be one (1) award from this solicitation. The type of contract contemplated shall be a Firm-Fixed Price contract. This award shall include one base year period of performance, September 3, 2017 - September 2, 2018, with four (4) one-year option periods respectively. The Government reserves the right to make a single award, multiple awards, or no award as a result of this solicitation. L. PERIOD AND PLACE OF PERFORMANCE Work shall be performed generally on the NIH Campus, in Bethesda, MD, and may involve travel to other NIH and non-NIH facilities, as indicated in the Scope pf Work. 1. The BASE period of performance is one year from September 3, 2017 through September 2, 2018. 2. If the Government exercises its option(s) pursuant to this contract, the period of performance will be increased as listed below: Option Year Periods: 1 September 3, 2018 to September 2, 2019 2 September 3, 2019 to September 2, 2020 3 September 3, 2020 to September 2, 2021 4 September 3, 2021 to September 2, 2022 M. CONTRACTING OFFICER'S REPRESENTATIVE (COR) The following COR will represent the Government for the purpose of this Contract. COR: TBD The COR is responsible for: (1) monitoring the Contractor's technical progress, including the surveillance and assessment of performance and recommending to the Contracting Officer changes in requirements; (2) interpreting the statement of work and any other technical performance requirement; (3) performing technical evaluation as required; (4) performing technical inspections and acceptance required by this contract; and (5) assisting in the resolution of technical problems encountered during performance. For guidance from the COR to the contractor to be valid, it must (1) be consistent with the description of work set forth in this contract; (2) not constitute new assignment of work or change to the expressed terms, conditions, or specifications incorporated into this contract; (3) not constitute a basis for an extension to the period of performance or contract delivery schedule; (4) not constitute a basis for any increase in the contract price or extension to the contract delivery. The Contracting Officer (CO) is the only person with the authority to act as an agent of the Government under this contract. Only the CO has authority to: (1) direct or negotiate any changes in the statement of work or specification; (2) modify or extend the period of performance; (3) change the delivery schedule; or (4) otherwise change any terms and conditions of this contract. The Government may unilaterally change the Contracting Officer's Representative (COR's) designation at any time. N. OPTION TO EXTEND SERVICES (Nov. 1999) (FAR 52.217-8) The Government may require continued performance of any services within the limits and at the rates specified in the contract. These rates may be adjusted only as a result of revisions to prevailing labor rates provided by the Secretary of Labor. The option provision may be exercised more than once, but the total extension of performance hereunder shall not exceed 6 months. The Contracting Officer may exercise the option by written notice to the Contractor within 60 days of contract expiration. O. OPTION TO EXTEND TERM OF THE CONTRACT (MAR. 2000) (FAR 52.217 - 9) (a) The Government may extend the term of this contract by written notice to the Contractor within 60 days of contract expiration; provided that the Government gives the Contractor a preliminary written notice of its intent to extend at least 60 days before the contract expires. The preliminary notice does not commit the Government to an extension. (b) If the Government exercises this option, the extended contract shall be considered to include this option clause. (c) The total duration of this contract, including the exercise of any options under this clause, shall not exceed five (5) years. (End of Clause) P. The business quote shall provide a firm-fixed price rate for each title listed in the Pricing Schedule for the base year and each option year, covering 12 months.
