Page 21 of 32 ******************************* Special Notice ********************************* In accordance with FAR 36.608 Liability for Government costs resulting from design errors or deficiencies: Architect-engineer contractors shall be responsible for the professional quality, technical accuracy, and coordination of all services required under their contracts. A firm may be liable for Government costs resulting from errors or deficiencies in designs furnished under its contract. Therefore, when a modification to a construction contract is required because of an error or deficiency in the services provided under an architect-engineer contract, the contracting officer (with the advice of technical personnel and legal counsel) shall consider the extent to which the architect-engineer contractor may be reasonably liable. ****************************************************************************** CONTRACT INFORMATION: A-E Services are being procured in accordance with the Selection of Architects and Engineers Statute (Public Law 92-582), formerly known as the Brooks Act, and implement in Federal Acquisition Regulation (FAR) 36.6. All submissions will be evaluated in accordance with the evaluation criteria. The three firms deemed most highly rated after initial source selection will be chosen for interviews. The Government will not pay, nor reimburse, any costs associated with responding to this request. The Government is under no obligation to award a contract as a result of this announcement. Firms will be selected based on demonstrated competence and qualifications for the required work. The NAICS Code for this acquisition is 541310, Architectural Services, and the applicable Small Business Size Standard is $7.5 million. Contract Award Procedure: The proposed A/E services will be obtained by a Negotiated Firm-Fixed Price Contract. Interested parties shall ensure current Licensing and have a current registration in the System for Award Management (SAM) database at https://www.sam.gov/portal and the Vendor Information Pages database at https://www.vip.vetbiz.gov/ as well as have submitted the current cycle VETS-100 Report per the requirements located at http://www.dol/gov/vets/contractor/main.htm. Failure of a proposed SDVOSB to be certified by the CVE at the time the SF 330 is submitted shall result in elimination from consideration as a proposed contractor. SDVOSB Requirements: In accordance with VA Notice of Total Service-Disabled Veteran-Owned Small Business Set-Aside, a service disabled veteran-owned small business concern agrees that, in the performance of the contract, at least 50 percent of the cost of personnel for contract performance will be spent for employees of the concern or employees of other service-disabled veteran-owned small business concerns. Nature of Work: Provide Architectural/Engineering (A/E) services for site survey and investigation, concept development, design development, preliminary drawings, construction drawings, specifications, cost estimates, and construction period services. The A/E will work with VA Project Management Staff to develop the necessary working drawings, phasing plans, infection control plans, contract specifications, prioritization of items, and cost estimates for full and complete construction of this project. Design Costs: All offerors are advised that in accordance with VAAR 836.606-73(a) the total cost of the architect or engineer services contracted for must not exceed 6 percent of the estimated cost of the construction project plus any fees for related services and activities. Additionally, FAR 52.236-22 Design Within Funding Limitations, will be applicable to this procurement action. Design limitation costs will be provided to the most highly rated AE firm selected to complete the design. The magnitude for construction (not design) of this project is between $2 million and $5 million. SELECTION CRITERIA: The selection criteria for this acquisition will be in accordance with FAR 36.602-1 and VAAR 836.602-1 and are listed below in descending order of importance. Professional qualifications necessary for satisfactory performance of required services to include reputation and standing of the firm and its principal officials with respect to professional performance, general management, and cooperativeness. Provide brief resumes of proposed team members who will specifically serve as the Project Managers and Designers of Record (Mechanical, Electrical and Fire Protection Engineer). In addition, provide resumes of other relevant team members or frequent subcontractor such as: Architect, Civil, Structural Engineers, Cost Estimator and team members who will perform technical tasks under this contract including their record of working together. The Designers of Record shall perform and direct the design within their respective discipline and shall sign and seal the drawings. All Designers of Record must be professionally registered in their discipline. Each resume shall include a minimum of five (5) and a maximum of seven (7) specific completed projects in the past five (5) years that best illustrate the individual team members experience relevant to this contract scope. Specialized experience and technical competence in the type of work required, including, where appropriate, experience in energy conservation, pollution prevention, waste reduction, and the use of recovered materials and their record of working together as a team. Provide a detailed narrative of a minimum of five (5) up to seven (7) maximum relevant projects completed within the last 5 years, which best illustrate overall team experience relevant to this contract scope. List projects that demonstrate the teams experience with projects of similar size and scope to those to be performed under this contract; Specific design areas to be evaluated within this factor are: Hospital experience and knowledge in design for boiler plants to include pipping systems and catwalks. Familiarity with and experience incorporating the requirements of the current  VA building design standards Phasing construction projects Verification of Exceptional Customer Service; including customer service awards received Building Energy Modeling per ASHRAE 90.1-2010 or 2013 Designs that comply with ASHRAE 90.1-2010 or 2013 Familiarity with and experience incorporating the requirements of current or recent VA guidance documents related to Sustainable Buildings Capacity to accomplish the work in the required time. This factor evaluates ability of the AE firm, given their current projected workload and the availability of their key personnel, to accomplish the possible myriad of design projects in the required time. The general workload and staffing capacity of the design office will be evaluated. List current projects with a design fee of greater than $20,000 being designed in the firm's office in the past five (5) years; Indicate the firms' present workload and the availability of the project team (including sub-consultants) for the specified contract performance period; Describe experience in successfully delivering projects per performance schedule, providing timely construction support and successfully completing multiple projects with similar delivery dates. Past performance on contracts with Government agencies and private industry in terms of cost control, quality of work, and compliance with performance schedules. Record of significant claims against the firm because of improper or incomplete architectural and engineering services. Location in the general geographical area of the project and knowledge of the locality of the project. Provide the address and distance of your office to the Veterans Healthcare System of the Ozarks. The distance shall be determined using http://maps.google.com Ability to comply with FAR clause 52.219-14. Firms must demonstrate how they will comply with the requirement to meet FAR Clause 52.219-14, at least 50 percent of the cost of contract performance incurred for personnel shall be expended for employees of the concern. SUBMITTAL REQUIREMENT: This project is a 100% set-aside for Service-Disabled Veteran Owned Small Business (SDVOSB) concerns under VAAR 852.219-10, VA Notice of Total Service-Disabled Veteran-Owned Small Business Set-Aside (Dec 2009). PROJECT INFORMATION: A/E Design Scope of Work PROJECT 564-17-107 Upgrade Air Condition and Renovate Auditorium Bldg. 3 Veterans Healthcare System of the Ozarks, Arkansas The Architectural/Engineering (A/E) Consultant shall provide all architectural and engineering services necessary to prepare complete contract documents, including drawings, specifications, and cost estimates for the renovate approximately 17,000 GSF for O&IT, Voluntary Service, and Auditorium in Building 3 and HVAC upgrade to include the following: Replace numerous HVAC units to include window units and residential systems ranging from 3 to 55 tons. Remove all steam radiators and install new centralized heat and cooling systems and all associated equipment. Interior work: Replace existing wood, single hung windows with new energy efficient units. Replace suspended ceilings throughout. Renovate auditorium to include refinishing wood floors, replacing auditorium finishes and restore to the extent possible historic character. Replace elevator with new 2500-pound passenger elevator. Remove peeling lead paint from the walls in mechanical room. Temporary storage and offices will be provided by the contractor. Address Facility Condition Assessment FCA deficiencies. FCA s are to be addressed by either Contract Line Items CLIN and/or deductive alternates. VCT, carpet, hardwood at Auditorium, plaster walls and ceilings all fair. Interior signage is poor and with no Braille, replace all. Interior directory signs are poor and with no Braille, replace. Wood framed, single glazed windows are in very poor condition and do not meet the VA's current energy criteria, replace (64) 3x5 ft., (10) 8x10 ft. with 4 ft. radius round-top transoms. 1st Floor, OIT: add security screens, (12) 3x5 ft. PUBLIC RESTROOMS: Most of the restrooms have one or more non-ABASS compliant issues. The renovations shall be in building 3, Auditorium and other floors of Bldg. 3 and should be designed to facilitate future additions. New construction shall be compatible with existing adjacent structures. Project design shall include associated improvements and site work. The A/E shall follow the requirements of the VA s Sustainable Design Manual and incorporate the requirements into the basis of design and the project documents. Design shall conform to all applicable codes and Guidelines for Design and Construction. The following Department of Veteran Affairs design manuals shall be utilized to the extent required for this project: Architectural Design Guide Design Submission Instructions (PG-18-15) Volume C (except as modified herein) Electrical Design Manual Fire Protection Design Manual HVAC Design Manual Physical Security Design Manual for VA Mission Critical Facilities Plumbing Design Manual Whole Building Commissioning Process Manual The A/E scope of services shall include the following items in addition to the general scope detailed above: Cost Estimating. Arrange for and oversee the performance of topographic surveys, test borings, test pits, soil tests, subsurface exploration and other such investigations as he/she determines are required for the proper design of the project. Environmental Assessment. Engage the services of an independent contractor as The Commissioning Authority (not an employee of the Architect/Engineer, Design-Build Contractor, Prime Contractor or General Contractor) on this project. Schedule and conduct a pre-design meeting and field visit with VA personnel. Provide all services required for advertising for, and securing construction bids. Respond to requests for information (RFI) during the bid phase. Reproduce and prepare plans and specifications for distribution to prospective bidders during the construction phase. Pre-Award Conference: Attend the pre-award conference for the purpose of answering questions and clarifying the project drawings and specifications. Pre-Construction Conference: Attend the pre-construction meeting for the purpose of answering questions and clarifying bid documents. Take written minutes of meeting and provide copy to VA within five (5) working days. Review of submittals: Review all submittals, shop drawings and test reports for compliance with the construction documents, and recommend approval, disapproval or other suitable disposition. Prepare supplemental drawings or other documents that may be required to clarify or supplement the contract documents. Review the Contractor s RFI and cost proposals for construction change orders when requested by Contracting Officer s Representative (COR). Site Visits: Bi-weekly site visits throughout the duration of construction activities and one (1) final inspection. Provide written report within two (2) working days after each site visit. Performance Testing: A/E shall be present to witness functionality testing of systems prior to turnover of building to the VA. Provide final set of AS-BUILT drawings in accordance with Veterans Healthcare System of the Ozarks CAD standards. The VA shall provide available as built drawings, standard specifications and details, construction requirements, and any other currently available directives which will assist the A/E in production of the drawings, specifications, and cost estimates. The quantity and detail of VA owned existing as-built plans is limited. The A/E shall verify all existing site conditions prior to beginning the design portion of this project. The most recent available Master Format VA standard construction specifications shall be utilized for preparation of project specifications. Standard specifications, design guides and design manuals can be obtained on the internet at: http://www.cfm.va.gov/til/. Standard specifications shall be edited to suit project specific conditions. Drawings shall be prepared as E size 30x42 on standard Department of Veteran Affairs title block; completed drawings shall be furnished on electronic media (CD or DVD) in AutoCAD format. All dimensions shall be shown in English. The performance period for the design is 180 days. The performance period of the construction project is expected to be 180 days. Minor Construction and Renovation (less than $10 million): Project must be designed and constructed to meet the Guiding Principles of the Department of Veteran Affairs Minor Construction program as applicable. To demonstrate compliance with the Guiding Principles: After construction is complete, the construction contractor must complete the checklists for LEED/Guiding Principles and Green Globes/Guiding Principles as applicable. Checklists are appended to this supplement. Guiding Principle references are taken from VA HANDBOOK 0056, Appendix A. (http://www.va.gov/vapubs/viewPublication.asp?Pub_ID=640&FType=2) The checklist must be verified by a third-party assessor with professional sustainable building credentials (e.g. LEED-AP, Green Globes Professional, or equivalent). If the project does not use LEED or Green Globes assessors, the checklist must be verified and stamped by a Professional Engineer. The construction contractor shall submit qualifications for the third party assessor to the VA for approval. Elements of the checklist that are not applicable shall be determined by the third party assessor and verified by the VA project manager, and shall be annotated on the checklist with supplementary explanation attached in an addendum regarding the reason the element was omitted. The VA Project Manager shall sign the appropriate checklist to verify compliance with the Guiding Principles provide to Office of Asset Enterprise Management (OAEM) by December 1 of the calendar year in which VA received the third-party certification for annual reporting purposes. COMMISSIONING THIRD PARTY COMMISSIONING Provide independent third party functional commissioning services for each minor construction project. Commissioning shall be performed per the requirements of Appendix A. All communications from the Commissioning Agent must be delivered simultaneously to the A/E team and the VA Project Manager and/or the VA Contracting Officer s Representative. Commissioning Agent Qualifications Firm and Individual Experience The firm and the designated Commissioning Authority shall have a minimum of five (5) years experience in providing Total Building Commissioning Services and shall be regularly employed as a Commissioning Provider. The Commissioning Authority is an objective, independent advocate for the VA. The Commissioning Authority shall have current engineering knowledge and extensive hands-on field experience regarding building systems; the physical principles of building systems performance; building systems start-ups, balancing, functional testing, and troubleshooting; operation and maintenance procedures; and the building design and construction process. The Commissioning firm and the designated Commissioning Authority shall have successful commissioning experience for projects that are similar to the project. The Firm and designated Commissioning Authority shall have been the principal commissioning authority on a least three (3) comparable projects that have been completed within the previous five (5) years. The Commissioning Authority shall have experience in the quality process. The Commissioning Authority shall be knowledgeable in building operation and maintenance, including training of operations and maintenance personnel. The Commissioning Authority shall have excellent verbal and written communications skills, be highly organized, and able to work with all levels of management, technical, and trades personnel and the capability to sustain loss of assigned personnel without compromising quality and timeliness of performance. The Commissioning Authority shall be an independent contractor hired by the A/E and not an employee of the Architect/Engineer, Design-Build Contractor, Prime Contractor or General Contractor on this project. Firm and Individual Certifications The proposed commissioning firm should be certified by at least one of the following agencies: National Environmental Balancing Bureau (NEBB) AABC Commissioning Group (AGC) Building Commissioning Association (BCxA) The proposed Commissioning Agent should be certified by one of the following organizations to supervise execution of the commissioning process: National Environmental Balancing Bureau (NEBB) AABC Commissioning Group (AGC) Building Commissioning Association (BCxA) The Fire Protection Commissioning Specialist should be a registered Fire Protection Engineer in at least one state. He/she should have a minimum of 5 years experience with design, installation, inspection, or testing of fire protection systems, and/or smoke control systems. The Building Envelope Commissioning Specialist should be a Registered Architect in at least one state. He/she should also have a minimum of five (5) years experience with design, installation, or inspection of building envelope components. The Controls Commissioning Specialist should have a minimum of 5 years experience in design, installation, programming, inspection, or testing of direct digital control systems for HVAC systems. Key members of the Commissioning Authority s commissioning team should have a bachelor s degree in Mechanical, Electrical, Architectural engineering. A Professional Engineer license in at least one jurisdiction is desired. Over 5 years field experience in building systems operations, maintenance, and troubleshooting, HVAC system installation, maintenance, and troubleshooting, HVAC Direct Digital Control system installation, programming, maintenance, and troubleshooting, electrical system installation, maintenance, and troubleshooting, experience may be deemed equivalent experience for the bachelor s degree. EVALUATION FACTORS The selection criteria to be used will be in accordance with FAR 36.602-1 and VAAR 836.602-1. A technical evaluation board will be established to evaluate the qualifications of each firm. The following evaluation criteria, and their respective evaluation weights, will be used to evaluate the qualifications of the firms: Past Performance - total weight = 50 points Overall Government and Private Industry - Provide general past project history. Provide references. Indicate proposal team members who were involved on these projects. Assignable point weight (20) Department of Veterans Affairs -Knowledge of V.A. design standards, technical manuals and specifications. Provide past projects completed with the VA. Provide references. Indicate proposal team members who were involved on these projects. Assignable point weight (15) Healthcare Related- Specialized experience with healthcare related designs in a hospital setting. Provide past projects completed in healthcare settings. Provide references. Indicate proposal team members who were involved on these projects. Assignable point weight (15) Contractor Performance Assessment Reporting System reports will be pulled for consideration in past performance evaluation. Professional Qualifications, experience, and technical competence of the firm (including a joint venture or association). Provide resumes of key team members. Assignable point weight (10) points) Professional capacity of the firm to perform work (including any specialized services) within the time limitations. Unusually large existing workload that may limit A/E's capacity to perform project work expeditiously. Assignable point (10) Geographic location and facilities of the working office(s) which would provide the professional services and familiarity with the area in which the project is located. (10) Points Estimating Effectiveness. A good comparison of estimate to final bid on at least 10 recent projects. Provide resumes and past performance information for key estimating team members. Assignable point weight (10) Record of significant claims against the firm because of improper or incomplete architectural and engineering services. Assignable point weight (10) Reputation and standing of the firm and its principal officials with respect to professional performance, general management, and cooperativeness. Assignable point weight (5) Each firm will be scored against each evaluation criterion. Each firm will be given a raw score, based on each evaluator's determination on the response, substance and relevancy of how each firm addresses each evaluation criterion. The raw scores to be applied are as follows: 0.0 to 0.1: Poor 0.2 to 0.3: Marginal 0.4 to 0.6: Acceptable 0.7 to 0.8: Very Good 0.9 to 1.0: Excellent As selection of A/E firms is based on the qualifications of the firm, Price will not be a part of the evaluation process. DESCRIPTION OF EVALUATION PROCESS AND AWARD The raw score for each evaluation criterion described in the above paragraph will be multiplied by the number of points assigned to each evaluation criterion, resulting in a weighted score for each criterion. After the initial evaluations of the qualifications packages, the Board will determine a maximum of 3 firms deemed most qualified to be interviewed by the Board. The purpose of the interview will be to further discuss each firm's qualifications in the context of the evaluation criteria by providing the Board the opportunity to engage in dialogue with each firm regarding their qualifications and capabilities. Upon completion of the interviews, the Board will evaluate each of the 3 firms again, using the criteria listed above. The evaluations will result in a selection by the Board of one firm deemed to be most highly qualified for the establishment of contracts. END OF STATEMENT OF WORK Appendix A Commissioning Agent Scope of Work Commissioning shall be performed in accordance with the US Dept. of Veterans Affairs Whole Building Commissioning Process Manual. The pages that follow are a summary of the systems to be commissioned, the Commissioning Agent scope of work tasks and deliverables, and the Roles and Responsibilities of the Commissioning Team members. This is a compilation of the information included in the main body of the Whole Building Commissioning Process Manual. The compilation provides a summary of the commissioning tasks in a single location as a handy review guide. Please refer to the main body of the manual for more detailed descriptions of the tasks and deliverables. The Commissioning Agent Scope of Work during the Construction Period shall start with the work denoted as Construction Period Services in the table below. SYSTEMS TO BE COMMISSIONED The following systems shall be included in the Commissioning Scope of Work if the system is a design or construction feature included in the product delivery. Comments shall be provided to the Design Team no less than 7 days prior to the Submittal Review Due Date provided that the Cx Agent has no less than 7 days to review the submittals. ANY ISSUES IDENTIFIED IN THE SUBMITTAL REVIEW THAT MIGHT REQUIRE A CONTRACT CHANGE BUT IS NECESSARY TO MEET DESIGN INTENT SHOULD BE SPECIFICALLY REFERRED TO THE COR. Shop Drawing Cx Review List Shop Drawing Review Comments Construction Phase Commissioning Plan Based on the work completed in the items above, the Construction Phase Commissioning Plan for the project shall be periodically reviewed with the Commissioning Team and updated to reflect changes in project equipment, sequences of operations, scope or schedule and with project personnel. Revised Project Commissioning Plan Commissioning Construction Observations During the course of construction, the Commissioning Agent shall visit the site to observe the progress of construction with respect to the systems being commissioned. The focus of the observations will be to verify that systems being installed comply with the Construction Documents and can be successfully configured, operated and maintained. In addition, site observations visits will be scheduled to include Witnessing factory testing and/or contractor equipment/system start up activities; Verification of Completed Pre Functional Checklists Verification that the Contractor and his subcontractors are completing and documenting Pre-Test procedures required by the specifications. Clarification and technical support for understanding and resolving Commissioning Issues. Site Observation Reports Updated Commissioning Issues Log Commissioning Team Meetings The Commissioning Agent shall hold regular commissioning team meetings to review progress of the commissioning effort and reinforce individual responsibilities. The team will review schedule, construction sequence, and completed work (PFC, PFT and FPT s) and outstanding issues on the Commissioning Issues Log. Commissioning Team Meetings may be held at the jobsite or by teleconference depending upon the status of construction. While it is imperative that many of the Commissioning Team Meetings be held in person, during early construction phases, some meetings may be more cost effectively conducted remotely. Scheduling and location of meetings shall occur by consultation between the Commissioning Agent and the VA-COR. The Prime Contractor s scheduler should attend approximately every other Commissioning Team Meeting to review the master schedule and any changes that will affect commissioning activities. Commissioning Meeting Agenda and Minutes Updated Commissioning Issues Log Develop Final Pre-Functional Checklists (PFC s) The Commissioning Agent shall prepare Pre-Final Pre Functional Checklists (PFC) for the project and distribute to all Cx Team members for review and comment. The Commissioning Agent shall incorporate review comments and prepare Final PFCs. An executed PFC submitted by the Prime Contractor indicates the system and its related equipment is ready for Systems Functional Performance Testing. The requirements for Pre Functional Checklists shall be coordinated with the startup requirements specified for each commissioned system. The PFC s shall be constructed to leverage the specified contractor and vendor start activities to avoid unnecessary duplication. Verify that data is provided in a manner consistent with VA process for managing Preventive Maintenance tasks. Review of O&M Manuals will include a review of system and component warranties to confirm conformance with contract requirements and adequate documentation of warranty contact information and VA obligations. Contractors shall retain responsibility for the installed systems during and after functional testing until substantial completion or final acceptance as determined by the VA. The Commissioning Agent, in collaboration with the control contractor shall include long term trends (greater than 7 days) of integrated system performance once all systems have been commissioned. The Commissioning Agent shall provide analysis of these trends to confirm that the installed systems are stable and reliable Executed Functional Performance Tests and support documentation. Long Term Trend Data and Analysis Prepare Systems Manuals The Commissioning Agent shall work with the design team, contractor and VA to develop Systems Manuals. Manuals will contain system design, operations and sequence information that describes the design intent, operational features and appropriate operational practices necessary to sustain the system operation in accordance with the Design Narrative and the VA s overall objectives for the facility. Systems Manual will include sections for each major system included in the commissioning process. Project Systems Manual Training PlanReview The Commissioning Agent shall collaborate with the Prime Contractor and installing subcontractors to develop effective contractor and manufacturer training plans and agendas for general conformance with specifications and VA s requirements. Observe training for quality of training and for general conformance with the training plan and agenda. The CxA shall observe contractor and vendor training for critical systems. The Contractor shall provide and the CxA shall maintain all attendance records and associated agendas and presentations for all training sessions. Attendance records shall be written original sign in sheets for each training session. Compiled Training Plan Individual Training Agendas Training Attendance Sign In Sheets Systems Training The Commissioning Agent shall conduct training sessions to provide systems-level training for O&M personnel. Training will include: Review of system design, capacity, and equipment selection Review of system operating sequences Review of interconnection with other systems Review of Emergency operating procedures Review of the Project Systems Manual and its Use Student Evaluation forms The number, duration and scope of the Systems Training sessions shall be determined by the specific requirements of the project. The training provided by the CxA does not in any way relieve the Contractor from any specified training obligations. Systems Training Presentations (electronic) Final Commissioning Report The Commissioning Agent shall compile a comprehensive commissioning report documenting all commissioning activities, including but not limited to the following: Executive Summary Commissioning Scope of Work Test methods and results Outstanding commissioning issues Comprehensive Commissioning Issues Log, including resolved items and a description of their resolution, Commissioning plan, Field Observation Reports, Status reports and other field activity documentation, Submittal and O&M manual reviews Training record Completed Pre Functional Checklists Completed Functional Performance Test protocols and support documentation Other support documentation developed as part of the execution of the project Construction Phase Commissioning Process Final Commissioning Report Commissioning Team Task/Deliverables Description Warranty Phase Project Phase/ Cx Task Commissioning Task Description Commissioning Deliverables Deferred and/or Seasonal Testing The Commissioning Agent shall witness and document Systems Functional Performance Testing that was deferred to allow systems to be tested in appropriate seasonal conditions. Testing will be conducted in accordance with Systems Functional Performance Test Procedures. Testing support will be required from the installing contractors, EMCS Vendor and VA. Requirement for seasonal testing will be incorporated into the project specifications. As part of the Seasonal Testing Effort, the Commissioning Agent shall review systems operations with the onsite operations team and reinforce training and best operating practices of the operations team. Executed Functional Performance Test and Support Documents Commissioning Issues Log Warranty Period Site Visits The Commissioning Agent shall make quarterly visits to the project site to reinforce training, evaluate performance of the installed systems and provide technical support to the operating team to sustain commissioned performance of the systems. Warranty Site Visit Reports Post-Occupancy Inspection Return to the project approximately 10 months after substantial completion to review the building operation with the facility occupants and O&M staff, and to discuss outstanding issues related to commissioning. Provide suggestions for improvements to systems operation including, Measurement & Verification Issues, Re-Commissioning Tasks, and Improvements in Preventive Maintenance or Operational Strategies Assist facility staff in developing warranty issues, documents and requests for service to remedy outstanding problems. As part of the Post Occupancy Inspection, the Commissioning Agent shall analyze the energy consumption records from the project site (both utility and system generated reports) and provide the team with an analysis of actual system energy performance versus predicted performance. To the extent possible, deficiencies in performance shall be analyzed to provide an understanding of the systems, components or operating strategies that may be operating outside predicted parameters.
