- Requirements summary SOW Solicitation This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR Subpart 12.6, as supplemented with additional information included in this notice. THIS ANNOUNCEMENT CONSTITUTES THE ONLY SOLICITATION; QUOTATIONS ARE BEING REQUESTED AND A WRITTEN SOLICITATION DOCUMENT WILL NOT BE ISSUED. This solicitation is a Request for Quotation (RFQ). This solicitation document and incorporated clauses are those in effect through Federal Acquisition Circular 2005-95. Offerors will be responsible for obtaining related amendments to this solicitation, if any, from www.fbo.gov. It is the responsibility of each potential offeror to monitor www.fbo.gov for any amendments or other information related to this solicitation. Any communications regarding this acquisition must be made in writing and forwarded via email to Divya Langhnoja at divya.langhnoja@nist.gov and shall identify the solicitation number, company name, company address, as well as point of contact email address and phone number. The associated North American Industrial Classification System (NAICS) code for this procurement is 334516 with a small business size standard of 1000 employees. This requirement is being competed through full and open competition. The Government anticipates the award of a firm-fixed-price purchase order to the offeror that offers the best value to the Government using the Lowest-Priced, Technically Acceptable method. The Government intends to make a single award for this requirement but reserves the right to make multiple awards. The National Institute of Standards and Technology's Engineering Laboratory is involved in mechanical testing of various polymeric materials and coatings at various size scales. This acquisition supports EL's sustainable engineered materials and Net-zero high performance buildings programs and is critical for meeting milestones in these two programs as well as other projects. Currently, EL uses a laser extensometer to measure strains by tracing locations of two fiducial marks, or read displacements of crossheads in the loading devices. Both measurement techniques can't measure 2D&3D full field strain distributions as well as significant limitations on strain measurements of rigid structural materials. In contrast, the Digital Image Correlation (DIC) can measure surface strains of rigid and soft materials in 2D&3D full fields with very high strain resolutions. The contractor shall provide a DIC system that is required to meet the need for mechanical testing at various strain rates as well as the control of shutter speeds and lighting to prevent blurring of the images. The new system requires the lenses necessary for a range of fields of view (FOV) listed in the SOW. The Polymeric Materials Group will use the DIC system to measure 2D&3D strains of various materials during mechanical tests. Typical strain ranges will be hundreds microstrain to 1000 % strain. The contractor shall install the instrument and provide training. SEE ATTACHED FOR FULL SOLICITATION.
