- Instructions on how to access the ETIC Bidder's Library Draft Performance Work Statement Draft Solicitation Document The Naval Undersea Warfare Center, Newport RI (NUWCDIVNPT), anticipates procuring a contract for test and base operation services for the Atlantic Undersea Test and Evaluation Center (AUTEC) on Andros Island, Bahamas. This is a follow on of NUWCDIVNPT contract N66604-05-C-1277, with a tentative projected award of 4QFY19. As part of the Government's continuous information exchange with Industry in formulating the acquisition strategy, and in accordance with FAR 15.02, the Government is releasing portions of its draft Request for Proposal (RFP) for Industry review and comment. The Government is not requesting proposals at this time. THIS IS NOT A FORMAL SOLICITATION AND ALL DOCUMENTS PROVIDED BY THE GOVERNMENT ARE DRAFT. Not all applicable documents or attachments which will be part of the formal solicitation, including sections of the solicitation itself, are ready or available for Industry review at this time. If referenced documents or sections of the draft solicitation are missing from this posting or the bidders library, they are likely not available for release at this time. To the extent additional documentation becomes available for release in draft form prior to the closing of this notice, the documentation will be added to the bidder's library, and an amendment will be added to this notice detailing the change. Industry is encouraged to review and provide comments, suggestions and questions on the draft documentation as it is currently posted. Site visits will be conducted during the time this draft RFP is open for comment. More information about site visits is available under special notice N66604-17-T-0002 at https://www.fbo.gov/spg/DON/NAVSEA/N66604/N66604-17-T-0002/listing.html. The purpose of releasing this draft solicitation in conjunction with a site visit opportunity is to provide industry a better understanding of the procurement, and to receive higher quality feedback from industry on the draft documentation. It is NUWCDIVNPT's intent to utilize an Electronic Technical Information Center (ETIC) as its bidder's library for all documentation necessary for potential offerors. Much of the documentation housed on the bidder's library is categorized Distribution Statement D: Distribution authorized to Department of Defense and US DoD contractors only. Please note that you will not be able to access the AUTEC ETIC Bidder's Library until your account request is approved by the Approving Official and processed. Only Individuals listed as their company's Joint Certification Program point of contact will be granted access. Instructions on how to access the ETIC Bidder's Library are contained in the document titled "ETIC Bidder's Library Instructions" Note - the ETIC Bidders library will be open for Industry access until 16 October 2017. It will not be accessible again for Industry until a formal solicitation is issued. All comments, suggestions or questions related to this draft solicitation must be submitted in writing by 1600 EST 16 October 2017 to Michael.russo2@navy.mil. Any questions received will be consolidated, answered, and (if deemed valuable information for all interested parties) will be posted at a later date as an update to this Special Notice.
