Description
Request for Quotations, RFQ #: P17PS02311 Forest Restoration - Tree Thinning Services RFQ is being issued for the purpose of Forest Restoration, Tree Thinning Services at Lewis and Clark National Historical Park (LEWI). The RFQ and incorporated provisions and clauses are those in effect through Federal Acquisition Circular (FAC) 2005-94,2005-95 / 01-19-2017; RFQ is set aside for small businesses (FAR Part 19), NAICS 115310 Support Activities for Forestry / Forest Thinning Services Contractors, with a small business size standard of $7.5 million average annual gross receipts for the past three years. Tree Thinning services are to be performed per the Statement of Work (SOW) document included as an attachment to this solicitation. The Government intends to make a Firm Fixed Price, Simplified Acquisition (FAR Part 13), Best Value Award to the responsible quoter whose quote conforming to the solicitation will be most advantageous to the Government, price and other factors considered. Interested quoters must be registered in the System for Award Management (SAM) database before an award can be made to them. If the quoter is not registered in SAM, they may do so through the SAM website at https://www.sam.gov/portal/SAM/ 1. Background: The purpose of this project is to restore and rehabilitate recently purchased industrial second and third-growth forest lands within the Fort Clatsop Unit at Lewis and Clark National Historical Park to forests that more closely approximate the structure, ecology, and appearance of forests in 1805-1806. The park and contracted silviculturalists have developed a strategy to accelerate the forest's conversion from tree farms to a forest more natural and unmanaged in structure, function, and appearance through the use of variable density thinning, snag creation, and planting of native species. The target is to prepare stands to eventually become the kind of old-growth, late succession forests that are now very rare in the area. The NPS intends to do this work with small hand crews, using "drop and leave" and "lop and scatter" type methodologies, leaving all biomass on-site to provide wildlife habitat and build soils. The stands to be thinned contain a substantial amount of planted Douglas fir along with Western hemlock and Sitka spruce. Throughout the Fort Clatsop unit, it is anticipated that approximately 70 to 140 acres/year will be treated over ten years throughout all stand types, and then secondary treatments will occur as needed in some of the stands. 2. Location: The project site is located in the Fort Clatsop unit of Lewis and Clark National Historical Park, which is SW of Astoria between Hwy 101 and the Lewis and Clark River, at 92343 Fort Clatsop Road, Astoria, OR 97103. Elevation ranges from 20 ft. to 320 ft., often on slopes greater than 35 degrees. Maps are provided in the SOW attachment. Additional information is at the park website: www.nps.gov/lewi. A site visit is recommended prior to submitting a quote. A site visit / optional tour of the forest for any interested parties (quoters) is scheduled for August 14, 2017, meet at 10:00 a.m. at Fort Clatsop Visitor Center, 92343 Fort Clatsop Road, Astoria, OR 97103.
