- RPMS Limited Sources Justification The ICE Office of Facilities Administration (OFA) Real Property Management System (RPMS) is based on IBM's Integrated Workplace Management Solution (IWMS) software called TRIRIGA. It is a suite of modules that can be used to manage the entire lifecycles of Immigration and Customs Enforcement (ICE's) leased and owned facilities portfolios effectively and efficiently. This includes implementing projects, performing lease administration, conducting operations & maintenance and directing sustainability (energy/environment) efforts. So far, OFA has primarily focused on configuring the Capital Projects module of TRIRIGA and is utilizing limited functionality from the Space Management and Lease Administration modules. The current pipeline of the RPMS Capital Projects module enhancements being/to be addressed for the current RPMS resources includes the following functionality and possible additional enhancements based on newly identified priorities as well as changes in business processes, regulations, standard forms, etc.: consolidating/simplifying basic project info, schedules, budgets/spend plans; optimizing Reimbursable Work Authorizations, (RWA) creation/update processes; incorporating de-obligations; re-engineering National Capital Region (NCR) program; migrating Facilities Service Request (FSR) from SharePoint to RPMS; adding workflows for approvals (requests, projects, budgets, RWAs, etc.); automating project planning and prioritization (Project Execution Plan (PEP), Portfolio Management Plan (PMP)); expanding project reporting and analytics. As OFA business processes have matured and RPMS has grown to be the system of record for Portfolio And Facilities Manager (PAFM), there is a critical and urgent need to implement the additional out-of-the-box capabilities in the TRIRIGA software for Lease Administration; Owned Portfolio Projects, Operations & Maintenance; Space Management, and Energy & Environmental Sustainability with configurations and customizations as needed. OFA also needs to perform advanced enterprise level portfolio analysis and obtain metrics like facility utilization, space allocation, resource deployment, funds allotment and execution, etc. that utilizes data from all modules in TRIRIGA. Additionally, OFA needs to forecast future real estate requirements, conduct capital planning, evaluate alternative real estate investments and support enterprise-level strategic sourcing decisions.
