- Draft PWS RFI The purpose of this contract is to provide technical assistance and program management support to the USTRANSCOM RDT&E Program. The USTRANSCOM RDT&E program addresses capability gaps identified through Joint Concept Development documents, the Joint Capabilities Integration and Development System process, Joint Experimentation, JDDE Capability Gaps, operational lessons learned, studies/assessments, functional analyses, Strategic Portfolio Reviews, JDDE Lines of Effort (LOE), capability roadmaps, and capability studies to explore and exploit technologies that increase the responsiveness, efficiency and effectiveness of the JDDE. This Performance Work Statement (PWS) encompasses Science & Technology (S&T) projects that identify, demonstrate and transition emerging, mature technologies addressing JDDE identified/validated capability needs. The scope of this PWS includes working with USTRANSCOM’s Office of Research & Technology Applications (ORTA) for technology transfer opportunities, supports the Command’s participation in and interface with the Office of the Secretary of Defense (OSD) sponsored Research & Engineering (R&E) programs to include Coalition Warfare Program (CWP), Joint Test & Evaluation (JT&E), Rapid Innovation Fund (RIF), Joint Interagency Field Experimentation (JIFX), Warfighter Incentive Laboratory Fund (WLIF), and OSD’s Emerging Capabilities prototyping and associated programs (e.g., Joint Capability Technology Demonstration (JCTD) & Enabling Technologies (ET)). This contract supports the USTRANSCOM RDT&E Program Team (TCJ5-GC) in the areas of: RDT&E program management administrative support JDDE requirements analysis in relation to technology gaps Identify emerging/future technologies that revolutionize JDDE processes and operations Assist in the development/nurturing of collaborative innovative partnerships Project status (cost/schedule/performance) monitoring, reporting (including fund expenditures by project) and execution Inter-agency project coordination and oversight For successfully demonstrated technologites, transitioning planning and assistance Support USTRANSCOM-funded Project Coordinators JCTD, E T and o ther emerging capability & prototyping efforts (e.g. Emerging Capability Technology Demonstrations (ECTDs) Support Command’s engagement with other external government RDT&E processes (e.g., CWP, JT&E, RIF, JIFX, WLIF) and organizations (e.g., Service/National Labs, CCMD S&T Advisors, etc.) Support program and budget justification/documentation
