- THIS IS A NOTICE OF INTENT TO AWARD A SOLE SOURCE CONTRACT AND NOT A REQUEST FOR PROPOSALS. SUBJECT: Intermountain Advantage Group (dba Advantage Solutions, LLC), Electronic Cash Registers (ECRs) and software The National Park Service intends to solicit a proposal and enter into a contract with Intermountain Advantage Group (IAG) 7205 E. Southern Ave. Suite 112 Mesa, AZ 85209 under the authority of FAR 13.106-1(b). Intent of the NPS is to establish a purchase order using firm fixed prices to replace (8) eight existing Electronic Cash Registers (ECRs) with (8) eight new industry-standard, Point of Sale (POS) terminals and credit card payment devices providing any necessary additional software to perform, process, document, and report campground sales transactions; allow user role access control and product item management. The Blue Ridge Parkway currently operates (8) cash registers with PcPoll software and currently maintains a service agreement with proposed vendor Advantage Solution for the operation of the system. The current system is outdated and must be updated as the Card Acquiring Service (CAS) entered into a new Financial Agent Agreement with Comerica Bank in August 2016. As a result, over 7000 merchant locations, spanning more than 60 agencies, are being converted over to the Comerica Bank platform. The existing software that is running the (8) existing registers will be transferred and managed on the new replacement registers with any new software being added per this acquisition maintaining the connectivity of all the devices up and down the Parkways ¿ 469 miles. Due to the proprietary status of the current register programming and connectivity across 400+ miles of Parkway, IAG is the sole source available to maintain the operational status. This contract for service will provide for the on-site visits to enable all connectivity systems as well as simultaneous register programming at eight collection points along the Parkway. The standing service agreement will provide for ongoing trouble shooting and maintenance of the fee collection data, equipment and connections. No solicitation document exists and no telephone inquiries will be accepted. This notice of intent is NOT a request for proposals or quotations. Requests for copies of a solicitation in response to this notice will not be honored or acknowledged. A determination by the Government not to compete this proposed action based upon responses to this notice is solely within the discretion of the Government. Information received will be considered solely for the purpose of determining whether conducting a competitive procurement is in the best interest of the Government. Determination not to compete this proposed procurement was based on IAG being the only provider that can provide this update and service. No contract award will be made on this basis of proposals, or quotations received in response to this notice; however any firm that believes they have capabilities to provide this service may give written notification to the Contracting Officer at lara_wood@nps.gov. All comments received before 4:30 pm ET August 11, 2017 will be considered All information submitted should support the offeror ¿s capability to provide the items required, and shall be furnished at no cost or obligation to the Government. Responses must be in writing and must provide clear and concise documentation indicating an offeror ¿s bona fide capability to provide these services. Verbal responses are not acceptable and will not be considered. The Government reserves the right to cancel the Sole Source Award.
