- THIS IS A SOURCES SOUGHT NOTICE ONLY for market research purposes to identify interested vendors for the potential requirement detailed below. A formal solicitation and performance work statement are not available. Additionally, in accordance with FAR 19.5, Set-Asides for Small Business, the Government will review the information requested in this announcement to determine the type of set-aside (if any) for this requirement, should it come to fruition. Introduction: The National Web Server System (NatWeb) is a major component of the U.S. Geological Survey (USGS), Office of Administration and Enterprise Information, Enterprise Web Program, a major CPIC investment with an Exhibit 300 that provides Web security at the highest level and data and information management at the lowest appropriate level allowing for distributed management of content. NatWeb provides continuous data processing support for virtual hosts serving Web content for programs and projects distributed across the country, and allows for distributed management of project and program content. The NatWeb system of geographically distributed, mirrored systems provides USGS a mechanism to collocate and deliver a significant portion of USGS content in a single infrastructure reducing the number of public Web servers and reducing load on internal networks. Background: The USGS NatWeb system currently supports approximately 140 Web sites and over 600 client users at this writing. USGS seeks support which will provide insight into the performance of the NatWeb system from the perspective of the public by monitoring web server response time and availability from outside the USGS network. The U.S Geological Survey (USGS) requires web site performance monitoring from outside the USGS network to gage the public ¿s perception of NatWeb performance and to compare it to the performance of other organizations or businesses. The requirements include: Automatically test web site performance (response time and availability) of USGS specified URLs from various cities and Internet Service Providers across the US, compare the performance of each URL to a common index of large sites, and provide a daily email with a short summary of the response time and availability measurement results for all URLs being monitored and detailed results for each URL including the number of valid measurements, the number of measurements with errors, the download time distribution, and the specific errors. Provide access to a web site that allows authorized USGS personnel to: -Specify the URLs to be monitored. At least six separate and distinct URLs are to be monitored. -Generate interactive scatter plots of individual measurements showing response time, transaction detail and error analysis by city, ISP, etc. -Generate interactive graphs showing performance over longer time periods (up to two years of long term data.) -View performance results for individual ISPs. -View detailed information for specific measurements including the time for DNS lookup, establishment of the initial connection, first byte download, content download, etc., in addition to the total time. -Set threshold and critical levels of performance and availability on each separate URL beyond which email alerts are automatically generated to user-defined recipient list. -Generate "on-demand" measurements. The North American Industry Classification System (NAICS) code is 517210. All business concerns who believe they can responsibly perform this requirement should submit the following information to the contracting officer no later than 2PM EST, Friday, August 4, 2017 1.Capability statement describing corporate expertise and technical qualifications in the work described above. 2.Past performance information describing other contracts for similar services your company has been awarded. Past performance information should be submitted for projects conducted within the last three years and include: project title, location, whether the work was as a prime or subcontractor, contract/subcontract dollar value, type of contract, percentage of self-performed work, and overall performance rating received. 3.Small business status of vendor (8(a), HUBZone, SDVOSB, etc.) 4.Point of contact information for vendor and D&B Number. 5.Any other information that will prove the vendor is capable of performing the required effort. Interested vendors much provide their response via email to the Contract Specialist, Nicole Demby, ndemby@usgs.gov with the subject line reading "Website Performance Monitoring Tool". Responses should be limited to 2 pages (single-sided). Mailed and faxed responses will not be accepted or evaluated. NOTE: All information submitted in response to this announcement is voluntary - the Government will not pay for information requested nor will it compensate any respondent for any cost incurred in developing information provided to the Government. Materials submitted to the Government for review will not be returned. Respondents will not be notified of the results of the evaluation. This is not a request for proposals. The Government does not intend to award a contract based on responses received under this announcement.
