Description
The purpose of this synopsis is to notify interested parties that the USTRANSCOM Acquisition Directorate anticipates issuance of a solicitation to provide Air Mobility Command (AMC) Gateway Passenger Services in support of the Defense Transportation System at Baltimore Washington International Airport in Baltimore, MD. The period of performance consists of a base period (1 Apr 18 through 31 Mar 19) plus four one-year options (1 Apr 19 through 31 Mar 23), five award term options (1 Apr 23 through 31 Mar 28) and an optional six month extension (1 Apr 28 through 30 Sep 28). This acquisition is 100% set-aside for service-disabled veteran-owned small business; Size Standard - $32.5M; NAICS: 488119. A Request for Proposal will be available on www.fbo.gov on or around 24 Aug 17. No hard copies of this solicitation will be issued. All responsible sources may submit a bid, proposal, or quotation, which shall be considered by USTRANSCOM/TCAQ. This procurement will be a competitive best value source selection. The Government will conduct a Past Performance Price Tradeoff source selection in which competing offerors' past performance will be evaluated on a basis significantly more important than cost or price considerations. Technical factors (staffing and PWS capable acknowledgement) will be evaluated on an acceptable/unacceptable basis. A pre-proposal conference and site visit is tentatively scheduled for 10 September 2017 at Baltimore Washington International Airport. In order to make the proper arrangements for the conference, the full name (last, first, middle initial) of your attendees (not to exceed 2 per company) need to be provided to Meggan DeBrobander and Wanda Huber via email ( meggan.a.debrobander.civ@mail.mil and wanda.l.huber.civ@mail.mil ) no later than 4:30 p.m. CST on 5 Sep 17. Offerors not responding with this information in a timely manner may not be admitted to the conference.
