Redacted J&A This announcement constitutes an Award Notice by the Space and Missile Systems Center (SMC) Advanced Systems and Development Directorate (AD), Contracting Office (SMC/ADK), Kirtland Air Force Base, New Mexico. In accordance with FAR 6.302-1(a)(2)(iii)(B), SMC/ADK has awarded a sole source contract modification to the existing Orbital/Suborbital Program-3 (OSP-3) multiple award Indefinite Delivery/Indefinite Quantity (IDIQ) contract, specifically Lane 1. The OSP-3 Lane 1 contract provides launch services for 400 lb. - 4,000 lb. payloads using commercial and Government Furnished Property (GFP) (excess Intercontinental Ballistic Missile (ICBM)) motors to provide launch in 24 months from Authority to Proceed (ATP). This contract modification extends the ordering period from 30 November 2017 to 30 November 2019 for launch services. No change in contract ceiling results from this modification. In accordance with FAR 5.705(b), note that this action was not competitive. In-depth rationale for using a non-competitive approach is provided within the Justification & Approval Document provided as an attachment to this Award Notice. II. OMBUDSMAN Pursuant to AFFARS 5352.201-9190, an SMC Ombudsman has been appointed to hear and facilitate the resolution of concerns from offerors, potential offerors, and others for this acquisition. When requested, the SMC Ombudsman will maintain strict confidentiality as to the source of the concern. The existence of the SMC Ombudsman does not affect the authority of the program manager, contracting officer, or source selection official. Further, the SMC Ombudsman does not participate in the evaluation of proposals, the source selection process, or the adjudication of protests or formal contract disputes. The SMC Ombudsman may refer the interested party to another official who can resolve the concern. Before consulting the SMC Ombudsman, interested parties should first address their concerns, issues, disagreements, and/or recommendations to the Contracting Officer for resolution.
