- THIS IS A SOURCES SOUGHT ANNOUNCEMENT ONLY. This notice does not constitute a commitment by the Government. This is neither a request for formal Request for Proposals (RFP) or Request for Quotes (RFQ). The Government will not reimburse any costs associated with the development and submission of materials in response to this request. No basis for claims against ATF shall arise as a result of a response to this Sources Sought notice or ATF's use of such information as either part of our evaluation process or in developing specifications for any subsequent requirement. All information submitted in response to this announcement is voluntary. The Bureau of Alcohol, Tobacco, Firearms and Explosives (ATF) is searching for potential sources that are capable of delivering approximately 180 to 210, M4A1 Carbine, Mil-Spec Equivalent Rifles with the stated specifications: Trigger Mechanism: Select Fire (Safe, Semi, Full) w/auto sear removed and Ambidextrous Safety (DPMS LR-08B or equivalent) installed. Caliber; 5.56mm NATO Barrel: 14.5" Length, Hammer Forged, Chrome Lines, Right Hand 1/7 twist Upper Receiver: Forged 7075-T6 or 7076-T6 Aluminum w/Integrated (1913 Picatinny) Mounting Rail, Type III Hard Coat Black Anodized Finish Lower Receiver: Forged 7075-T6 or 7076-T6 Aluminum, Type III Hard Coat Black Anodized Finish Handguard: M4 adapter rail system Buttstock: Sliding, 6 position adjustable Action: Gas-Operated, Rotating Bolt, Direct Impingement Front Sight: Fixed A2 style Rear Sight: GG&G A2 Back-up Iron Sight New Equipment Only. Under no circumstances will remanufactured or 'gray market' items be considered or accepted. Complete rifle (with exception of hand guards, ambidextrous safety and rear sight) must be of same manufacturer. All items must be covered by the manufacturer's warranty. Repair parts must be readily available from the manufacturer. The manufacturer must offer factory approved armorer course. The relevant NAISC code is: 332994 Small Arms, Ordnance, and Ordnance. We are particularly interested in expanding the industry base in the small business arena with special emphasize on all small business sub-categories including 8(a) business development participants, HUBZone small business, service-disabled veteran-owned small business (SDVOBS), economically disadvantaged women-owned small business (EDWOSB), and women-owned small business (WOSB) concerns eligible under the Women-Owned Small Business Program. The intent of this RFI is to gauge industry interest and capabilities. Comments on the requirement will also be accepted from all sources.
