- FBO ANNOUNCEMENT: PRESOLICITATION NOTICE ACTION CODE: PRESOL CLASSIFICATION CODE: 70- General purpose information technology equipment SUBJECT: NOTICE OF INTENT TO SOLE SOURCE: Hardware and software accessories SOLICITATION NUMBER - NB684060-17-04168 RESPONSE DATE: August 16, 2017 CONTACT POINTS: Erica Miller, Contract Specialist, 301-975-0642 Lynda Horton, Contracting Officer, 301-975-3635 The United States Department of Commerce (DOC), National Institute of Standards and Technology (NIST), Acquisition Management Division (AMD) intends to negotiate a firm fixed purchase contract, on a sole source basis, with Omicron Electronics Corp. USA for hardware and software accessories. The statutory authority of this sole source acquisition is FAR subpart 13.106-1(b). NIST PML recently acquired an Omicron CMC 256 plus Test Unit from Omicron Electronics Corp USA. The Test Unit with the required accessories will be used for performing advanced research on Smart Sensors for distributed resources in power systems. Only Omicron accessories ensure full compatibility. No other vendors have this assurance or capability. In addition, Omicron sells directly to customers. The NIST Wide Area Monitoring and Control (WAMC) project requires hardware and software accessories that are compatible with the Omicron CMC256 plus to perform performance and interoperability testing of phasor measurement units (PMUs), IEC 61850-compliant merging units (MUs), intelligent electronic devices (IEDs), and smart sensors. The hardware and software accessories shall have the capability to develop and perform tests of commercial and prototype IEDs and smart sensors under simulations of real-world operations of micro-grids and advanced distribution systems which are major goals of the WAMC project. The required hardware and software accessories consist of: 1. Omicron VESM1185 IEC 61850 Package 2. Sampled Values (SVs) Configuration Module 3. Omicron IED Scout 4. Omicron VESM1186 1.00 IEC 61850 Client Server Test module 5. Omicron VESC1511 SVScout Enhanced (with special Network Adapter) 6. Omicron OL000300 1.00 OTMC 100p Antenna-integrated PTP Grandmaster Clock IEEE 1588-2008/PTP Grandmaster Clock and NTP Time Server for power industry applications which supports the power profile according to IEEE C37.238-20 7. Omicron OL000310 TICRO 100 - IEEE 1588/PTP Time Converter with standard oscillator OCXO-100. Converts PTP Signals to multiple time codes (IRIG-B, DCF77, PPX) provides hold-over in case of PTP loss, type. hold-over drift < 100 μs /24 hours Supports the IEEE 1588 Default Profile (P2P & E2E) as well as the power profile according to IEEE C37.238-2011. Delivery shall be FOB destination and take place 5 weeks from receipt of order unless mutually agreed upon the Government's ability to receive earlier. This requirement is expected to be awarded in August 2017. The North American Industry Classification System (NAICS) code for this acquisition is 334515, and the size standard is 750 employees. No solicitation package will be issued. This notice of intent is not a request for competitive quotations; however, all responsible sources interested may identify their interest and capability to respond to this requirement. The Government will consider responses received by 1:00 p.m. Eastern on August 16, 2017. Inquiries will only be accepted via email to erica.miller@nist.gov No telephone requests will be honored. A determination by the Government not to compete the proposed acquisition based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement in the future.
