Description
The Naval Air Warfare Center Training Systems Division (NAWCTSD) Orlando, in support of the F/A-18E/F and E/A-18G Squadrons, intends to negotiate, on a sole source basis, a contract with L3 Technologies, Inc. Link Simulation and Training Division (L3) components for two (2) EA-18G Tactical Operational Flight Trainers (TOFTs) (Device 2F201 ”which is a common device for both the F/A-18E/F and EA-18G). This acquisition is being pursued on a sole source basis to L3 under statutory authority of 10 U.S.C. 2304 (c) (1) as implemented by the Federal Acquisition Regulation (FAR) 6.302-1, śOnly one responsible source and no other supplies or services will satisfy agency requirements ť. The key components required to construct the EA-18G TOFTs identified in this effort will include, but are not limited to, components such as the Brief/Debrief Station (BDS), the Mission Operation Center (MOC), Image Generators (IG), the high definition visual system (HD9), the Storage Area Network (SAN), Instructor Operator Station (IOS), Aural Cueing System (ACS), Motion Cueing System (MCS) and host computers. The complexity and evolving nature of the F/A-18 and EA-18G requires that aircrew training systems are developed and implemented concurrently with the aircraft. Aircrew training systems need to provide a robust, dynamic and accurate representation of the delivered aircraft and associated subsystems prior to or when delivered to the Fleet. Any new F/A-18 and EA-18G TOFTs must be fully integrated and interoperable with the currently fielded TOFTs and will require the use of computer software, computer software documentation and technical data that is not available to other contractors and is proprietary to L3. Specifically, many of the key TOFT components (e.g., host computer and IG software, IOS) were developed by L3 exclusively at private expense and, although the Government obtained specially negotiated license rights, the source code for these components was not included. Award to any contractor other than L3 would result in substantial duplication of costs to the Government that would not be recovered through competition and would create unacceptable delays in fulfilling F/A-18 and EA-18G mission training requirements and would introduce significant technical, cost, and schedule risk. This Synopsis is not a request for competitive proposals. It is a notice that outlines the Government ™s intent to award a Firm Fixed-Priced contract on a sole-source basis with L3. However, interested sources may identify their interest and capability to respond to the requirements. Any response to this notice must show clear and convincing evidence that competition would be advantageous to the Government. In doing so, interested sources must submit detailed technical capabilities, ability to obtain FA-18E/F and EA-18G TOFT aircrew and maintenance elements and simulation technical data, and any other information that demonstrates their ability to meet the needs of the Government. Detailed capabilities must be submitted by email to Mr. Stephen C. Wagner at Stephen.c.wagner@navy.mil in an electronic format that is compatible at a minimum with Word 2003, no later than 10 August 2017 by 4pm Eastern Time. All information shall be furnished at no cost or obligation to the Government. Responses shall be limited to no more than ten (10) pages. A determination by the Government not to compete this proposed contract action based upon responses to this notice is solely within the discretion of the Government. Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement. This synopsis is not to be considered a request for quotations or proposals. No solicitation document is available. No contract will be awarded on the basis of offers received in response to this notice, but will be used to determine if a comparable source is available and more advantageous to the Government. If no affirmative written response is received, the Contract for the EA-18G TOFT hardware will be awarded without further notice prior to award.
