- Amendment 0001 *** The solicitation related to the below pre-solicitation notice has been posted. All information in the solicitation supersedes information in the pre-solicitation notice. *** The U.S. Army Corps of Engineers, New England District will be issuing an Invitation for Bids for Maintenance Dredging of the North Cove segment of the Connecticut River Below Hartford Federal Navigation Project in Old Saybrook, CT. This will be an unrestricted competitive solicitation requiring a mechanical dredge to perform the work. The NAICS code for this procurement is 237990. The estimated construction cost is between $5,000,000.00 and $10,000,000.00. Any responsible source meeting this standard may submit a bid to be considered by the New England District. The proposed project consists of maintenance dredging of the Congressionally-authorized Federal Navigation Project (FNP) in Old Saybrook, CT. Approximately 286,000 cubic yards (CY) of predominantly silty sediment will be dredged from the 11-ft entrance channel, 11-ft anchorage, and 6-ft anchorage by mechanical dredge. The silty dredge material will be placed in dump scows and hauled approximately 35 miles southwest by water route to Central Long Island Sound Disposal Site (CLDS) and placed at predesignated coordinates. The last time the channel was maintained was in 2008 when approximately 175,000 CY of sediment was removed. Dredging operations will be permitted 24 hours per day and 7 days per week and are expected to take up 5 to 6 months to complete. All dredging operations in the entrance channel shall occur between October 1, 2017 and March 10, 2018 to minimize impact to natural resources in the area. All dredging operation in the two anchorages shall occur between October 1, 2017 and May 10, 2018 to minimize the impact to natural resources in the area. The Government anticipates including a definitive responsibility criterion in the solicitation. After bid opening, but prior to award, the apparent low bidder will be required to furnish documentation that demonstrates that the prime contractor or subcontractor responsible for dredging has dredged by mechanical means, within the last five years, a minimum of 75,000 cubic yards in a consecutive 30-day period in a cold-weather month (October through January) with disposal/placement at an ocean placement site. This is not an invitation for bids at this time. The solicitation requirements and contract documents to include instructions for submission and the response date will be available on or about July 10, 2017 and will be available for downloading by accessing the Federal Business Opportunities website (http:/www.fbo.gov).
