- PRE-SOLICITATION NOTICE OF INTENT NON-COMPETITIVE INTRODUCTION PURSUANT TO FAR Subpart 5.2-Synopses of Proposed Contract Actions, THIS IS A PRE-SOLICITATION NOTICE OF A PROPOSED CONTRACT TO ACTION. THIS IS A PRE-SOLICITATION NON-COMPETITIVE NOTICE OF INTENT TO AWARD A CONTRACT OR PURCHASE ORDER WITHOUT PROVIDING FOR FULL OR OPEN COMPETITION (INCLUDING BRAND-NAME). The National Institute on Drug Abuse (NIDA), Station Support Contracts and Simplified Acquisitions Branch (SS/SA) intends to negotiate and award a contract for a fragment analyzer. NORTH AMERICAN INDUSTRY CLASSIFICATION SYSTEM (NAICS) CODE The intended procurement is classified under NAICS code 334517 - Irradiation Apparatus Manufacturing, with a Size Standard of 1,000 employees. REGULATORY AUTHORITY The resultant contract will include all applicable provisions and clauses of the Federal acquisition Requlation (FAR) in effect through the Federal Acquisition Circular (FAC) 05-95, 19 Jan, 2017. STATUTORY AUTHORITY This acquisition is conducted under the authority of the Federal Acquisition Regulation (FAR) Part 13-Simplified Acquisition Procedures, Subpart 13.106-1 (b) (1), Soliciting from a single source. DESCRIPTION OF REQUIREMENT This notice of proposed acquisition is posted as an intent to award a purchase order on a non-competitive basis to: Fujifilm VisualSonics Corporation 21919 30th Drive SE Bothell, WA 98021 The VisualSonics Vevo MD Ultrasonic Imager is uniquely suited for surgical imaging in marmosets, as it operates at much higher frequencies than any conventional ultrasound system currently available. It utilizes UHF Series transducers, a patented transducer technology that is capable of operating in a range of frequencies up to 71 MHz; a tremendous increase in resolution compared to conventional ultrasound systems. This core set of features, together with a rich repertoire of acquisition and post processing software, specialized high-frequency small animal probes, and compatibility with stereotaxic structures found in the animal surgery, places the VisualSonics in a category of its own. It also has the usability of a clinical scanner, including the configurable touchscreen platform and customizable user interface. The goal of this system is to be used for cutting edge experimental manipulations, such as the intracranial injection of viruses and cells in the fetal marmoset. The unmatched high frequency capacity, the compatibility with surgical frames for precise imaging during intracranial manipulation, combined with the usability of a clinical system, make the VisualSonics Vevo MD Ultrasonic Imager the only system that will meet our needs for the growing NIH marmoset neuroscience program. Project Description The National Institute of Mental Health (NIMH) Section of Cognitive Neurophysiology and Imaging (SCNI) requires an ultrasonic imaging system with high frequency transducers for the visualization of soft tissues in the common marmoset. The marmoset monkey is increasingly being used as a systems neuroscience model, including at the National Institutes of Health. Because it is a primate species, many of its sensory adaptations resemble those of humans and are thus apt for studying aspects of human brain function and disease. For example, the visual system of the marmoset, from the eyes to the visual cortex and higher brain centers, are organized in a similar manner to humans, as well as to the other main primate model species, the rhesus monkey. Marmosets offer a number of advantages over the rhesus monkey for certain types of experiments. One area of particular promise is in the study of neurodevelopment, a field that is thought to be of highest importance for understanding, preempting, and treating mental disorders. In contrast to rhesus monkeys, marmosets are easy to breed with minimal infrastructure. They routinely bear twins, which are relatively immature at birth. These factors considered together puts marmosets in an excellent position to be the species of choice for the study of primate neurodevelopment. For such studies, which involve monitoring pregnancy and performing invasive in utero manipulations, a high-quality ultrasound system is of great importance. Using a high-frequency transducer to image the contents of the uterus, including the cranial positions of the fetusus, will enable new types of experiments that allow for the prenatal manipulation and monitoring within the context of primate developmental neuroscience. CLOSING STATEMENT This synopsis is not a request for competitive proposals. However, interested parties may identify their interest and capability to respond to this notice. Responses to this notice must include sufficient information to establish the interested parties' bona-fide capabilities of providing the product or service. The price quote shall include: unit price, list price, shipping and handling costs, delivery days after contract award, delivery terms, prompt payment discount terms, F.O.B. Point (Destination or Origin), product or catalog number(s); product description; and any other information or factors that may be considered in the award decision. Such factors may include: past performance; special features required for effective program performance; trade-in considerations; probable life of the item selected as compared with that of a comparable item; warranty considerations; maintenance availability; and environmental and energy efficiency considerations. In addition the Dun & Bradstreet Number (DUNS), the Taxpayer Identification Number (TIN), and the certification of business size must be included in the response. All offerors must have an active registration in the System for Award Management (SAM) www.sam.gov." A determination by the Government not to compete this proposed contract based upon responses to this notice is solely within the discretion of the Government. The information received will normally be considered solely for the purposes of determining whether to proceed on a non-competitive basis or to conduct a competitive procurement.
