- TEC Extension Notice of Intent AID-617-C-13-00004 Solicitation Number: SOL-617-EEA-NOI Notice Type: Justification and Approval (J&A) J&A Statutory Authority: FAR 6.302-5-Authorized or required by statute Contract Award Date: April 30, 2013 Contract Award Number: AID-617-C-13-00004 Modification Number: Nine (9) SYNOPSIS: The United States Agency for International Development in Uganda (USAID/Uganda) intends to make a sole source award to Chemonics, Inc. for a Total Estimated Cost increase to an existing Contract (AID-617-C-13-00004). The objective of this contract is to increase production of Uganda’s priority FTF crops by reducing constraints to agricultural production through policy interventions. In addition, the implementation of these policy mechanisms combats not only Uganda’s worsening income, food and nutrition situation, it also directly affects regional social stability by improving food availability to Uganda’s neighbors. This TEC increase will build technical and institutional capacities for the Ministry of Agriculture Animal Industry and Fisheries (MAAIF) and Uganda Coffee Development Authority (UCDA), increase Government investments in trade and agricultural products by strengthening advocacy for increased budget allocations to these underfunded sectors, and strengthen the capacity of Government technical staff to mainstream weather variability awareness into Budget Framework plans, programs and policies. The statutory authority permitting the award without providing full and open competition is AIDAR 706.302-70(a)(2), which says that "full and open competition need not be obtained when it would impair or otherwise have an adverse effect on programs conducted for the purpose of foreign aid, relief and rehabilitation." It further states in 706.302-70(b)(5) that this authority may be used for “an award for the continued provision of highly specialized services when award to another resource would result in substantial additional costs to the Government or would result in unacceptable delays.” No solicitation package will be issued.
