- This notice announces the intent by the U.S. Army Medical Research Acquisition Activity (USAMRAA) in support of the Telemedicine and Advanced Technology Research Center (TATRC) to procure engineering support for additional filters, licenses and upgrades of the current Tactical Cross Domain Solution (TACDS) without competition as prescribed in FAR 13.106-1. Specifically, the Government will procure this system manufactured by General Dynamics (GD). TATRC currently uses the TACDS to conduct research on a Cross Domain Solution capability to transmit medical data from the Secret Internet Protocol Router (SIPR) network to the Non-classified Internet Protocol Router (NIPR) network so the data can be uploaded into the electronic health record. TATRC is requesting engineering support for additional filters and upgrades of the current TACDS for purposes of enhancing the existing units. TACDS is currently being evaluated by TATRC / US military and the US Army Cyber Center for Excellence (Cyber CoE) - Fort Gordon. The upgrades and additional filters for TATRC's current TACDS will allow the transmission Tempus Pro data from SIPR (Secure) to NIPR (Non Secure) tactical networks this capability is a field-proven telemedicine function (called i2i) which is designed for limited, focused, trauma assessments. These upgrades will also leverage existing enhancements (Tempus Listener) and a planned replacement of i2i (called Corsium) which Remote Diagnostic Technologies (RDT) is developing and proposes minor additional developments that would enable the US Army's existing Tempus Pros to be used with the forthcoming Corsium system over a TACDS. TATRC is conducting telemedicine consultation research from a secure SIPR network to a non-secure NIPR network that requires a TACDS that supports medical telemetry. TATRC's ongoing research project with the Cyber CoE and Advatech Pacific (now GD); is for the research and development of filters that support the transmission of data and voice from low side to high side using the TACDS. TATRC is also utilizing the Telemedicine capabilities in the Tempus Pro and requires GD to provide engineering support for the additional filters and upgrades for our current TACDS units to be compatible with current TATRC hardware and software developed in support of research projects. TATRC has conducted research with the GD TACDS unit at multiple training exercises conducted at CGA (CERDEC Ground Activity) Fort Dix, NJ and this research was conducted with the Cyber CoE. The TACDS was developed, manufactured and all software updates and upgrades are only supported by GD. The ultimate objective of this research with the TACDS is not only to pass just medical data from SIPR to NIPR, it is to also pass imagery, ECG waveforms, and voice over IP (VOIP) from SIPR to NIPR and VOIP back from NIPR to SIPR. The North American Industry Classification System (NAICS) for this requirement is 511210 and FSC D305. Proposed solicitation number: W81XWH-17-T-0381. This announcement fulfills the synopsis requirements under FAR 5.102(a)(6) and 5.203(a). USAMRAA intends to publish a solicitation no sooner than 15 days after publishing this synopsis. This Special Notice of Intent is not a request for competitive quotes. Information received in response to this notice will be considered solely for the purpose of determining whether a competitive procurement is in the best interest of the Government. If no written responses are received by the date listed below, which reflects at least fifteen (15) days after the publication of this notice, the solicitation will be issued as brand name sole source only.
