Atch 2_Energybalance for Heat Atch 1_District Heat Line Routing & Exchange Point Market Research/Price Inquiry District Heat 2017 Dear Ma’am, Sir, This is a Request for Information (RFI) to conduct Market Research as well as a Price Inquiry for the district heat supply including operation and maintenance up to the Exchange Point (EP) for the new Army Hospital currently constructed at Rhine Ordnance Barracks (ROB)/Weilerbach, Germany. Heat supply shall commence on or about 01 October 2020. Please be advised that this is not a solicitation for work, nor is it a request for proposal and the government is not committed to award a contract pursuant to this RFI. The information received from this RFI will assist the US Government in planning an acquisition strategy and is not to be construed as a commitment by the Government, implied or otherwise, to issue a solicitation or award a contract. (Reference FAR, Subpart 7.3, Contractor versus Government Performance and OMB Circular A-76). Anticipated Contract Type : Fixed Price. Anticipated Period of Performance : 10 years - 01 October 2020 (Fiscal Year [FY] 21) through 30 September 2030 (FY 30) Estimated Annual Consumption: 10,850,000 kWh Place of Performance: Army Hospital ROB/Weilerbach, Germany Market Research : 1) To investigate current market conditions, the following information is provided: a) Proposed District Heat EP: See Attachment (Atch) 1 - Document entitled “District Heat Line Routing & Exchange Point”: EP Location: Southeast corner of Central Utility Plant (CUP) 1 b) Estimated Demand Values: See Atch 2 - Document entitled “Energy Balance for Heat”: (1) Supply Temperature needed at CUP 1: Minimum: 80 degrees C. Preferred: 85 degrees C. (2) Estimated Maximum (Max) Heat Capacity: 8.8 MW (3) Estimated Max Heat Consumption: 10.850 MWh/year 2) Please answer the following questions and provide the documents as requested: a) What line routing would you follow from your heating plant to the EP? Please provide a drawing reflecting your recommended pipe routing. b) How much time (for construction, obtaining approvals, etc.) would be needed in order to provide district heat to the EP? Please provide a progress schedule reflecting your milestones and estimated duration of the entire project. c) What diameter supply and return line would you use from your heating plant to the EP? d) How would you ensure an uninterrupted supply of district heat to the EP? This could include in-plant measures as well as measures to prevent interruptions between your heating plant and EP. 3) Price Inquiry: What is your rough cost estimate to provide the Maximum Heat Capacity to the EP? Please break it down into the following cost elements, if doable: (1) Demand Charge I: Investment/Capital Cost (2) Demand Charge II: Operation & Maintenance Cost per year (or if included in the Consumption Price provide the respective ratio) (3) Consumption Price per MWh Investments/Capital Costs: The government anticipates to pay construction based on progress or amortize the investments over a certain period (To be determined).
