Page 1 of 2 This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR Subpart 12.6 -- Streamlined Procedures for Evaluation and Solicitation for Commercial Items, in conjunction with FAR -- Part 13 Simplified Acquisition Procedures, specifically FAR Subpart 13.5 Simplified Procedures for Certain Commercial Items; and supplemented with additional information included in this notice. This announcement constitutes the only solicitation; offers are being requested and a written solicitation is attached to this announcement. This solicitation document and incorporated provisions and clauses are those in effect through the Federal Acquisition Circular 2005-95, dated January 19, 2017. Solicitation # VA262-17-Q-1205 is issued as a Request for Quote (RFQ) and constitutes the only solicitation. The Government intends to award a single Firm-Fixed Price (FFP) award from this solicitation. The North American Industry Classification System (NAICS) Code is 238220 and the Small Business Administration s (SBA) size standard is $15 million for this procurement. This procurement will be issued as a total set aside for Veteran-Owned Small Businesses (VOSB), see VAAR Clause 852.219-11. As such, quoters must be verified as a VOSB on the VA Center for Verification and Evaluation s website located at https://www.vip.vetbiz.gov to be considered for award. The Government is seeking a Contractor to furnish all labor, materials, supplies, equipment and transportation necessary to perform boiler plant safety device inspection, calibration, and testing at the VA Greater Los Angeles Healthcare System (VAGLAHS). The inspection, calibration, and testing will occur be performed on an annual and semi-annual basis. Contractor shall perform all testing in accordance with the VHA Boiler Safety Device Testing Manual (Third Edition), VACO Directive 1810, and all other applicable laws / regulations. The Contractor shall have, but not limited to the following qualification, experience and certifications: Shall possess a valid California C4 contractors license, Technicians shall have completed at least a one (1) year trade school and have five (5) years successful experience in this field. The experience shall be largely with institutional and industrial boiler plants similar in design to the VAGLAHS plant, Technician must demonstrate knowledge and familiarity with NFPA 85, Boiler and Combustion Systems Hazards Code and VHA Boiler Plant Safety Device Testing Manual, 3rd Edition 2012 Please see attached SF 1449 Solicitation for Statement of Work (SOW), applicable clauses / provisions, and other pertinent information relative to this solicitation. Place of Performance: VA Greater Los Angeles Healthcare System (VAGLAHS), 11301 Wilshire Blvd, Building #295, Los Angeles, CA 90073. Period of Performance: Base year and up to four (4) one (1) year option periods. The following provisions / clauses: 52.212-1, Instructions to Offerors Commercial, 52.212-2, Evaluation Commercial Items, 52.212-4, Contract Terms and Conditions - Commercial Items, and 52.212-5 - Contract Terms and Conditions Required to Implement Statutes or Executive Orders -- Commercial Items are applicable to this acquisition. The attached SF 1449 has additional provisions / clauses quoters shall review and be aware of. Provision 52.212-2 is utilizing lowest price as the basis of award, but quoters are reminded they still must meet the qualifications as outline in in section 8 of the SOW. The Government s intent is to award without discussions. Site Visit: A site visit is scheduled for August 9, 2017 at 10:00 AM PDT at VA Greater Los Angeles Medical Center (VAGLAHS), 11301 Wilshire Blvd, Building #295, Los Angeles, CA 90073. Quoter(s) will meet at Building # 295 and meet with Tue M. Tran, Contract Specialist as he will be hosting the site visit. Attendance is NOT mandatory, but highly encouraged so quoter(s) can inspect the site where services are to be performed and to satisfy themselves regarding all general and local conditions that may affect the cost of contract performance, to the extent the information is reasonably obtainable. All quoter(s) SHOULD RSVP for this site visit and limited to two (2) attendees per quoter. Please RSVP with Tue M. Tran via email no later than August 8, 2017 12:00 PM PDT. Ensure to reference solicitation # VA262-17-Q-1205- VAGLA Boilers SITE VISIT within subject line of the email. Submitting Quote: Quoter(s) are reminded to thoroughly review the solicitation in its entirety and shall submit their quote using the Price/Cost Schedule found in section B.4 (pages 13-15) of the SF 1449. Quoters shall also submit evidence they can meet the qualifications of section 8 of the SOW; this should in a Microsoft Word or Adobe. Finally, quoters must their current VOSB certification from the VA Center for Verification and Evaluation s website located at https://www.vip.vetbiz.gov. Quoter(s) shall submit their quotes to Tue Tran via email at tue.tran@va.gov. Ensure to reference solicitation # VA262-17-Q-1205 VAGLA Boilers in the subject line of the email. All quote(s) shall be received by August 10, 2017 by 12:00 PM PDT (see block 8 of the 1st page of the SF 1449).
