- Interviewer Handbook July 2013 SCA Wage Determinations Solicitation The US Forest Service requires the technical support of a Contractor to conduct National Visitor Use Monitor Surveys within the Rocky Mountain and Southwestern Regions. Based on the diversity of locations, the unknown quantity of work, and the uncertainty of funding from year to year it is determined to issue an IDIQ contract with multiple awards. Contract award is anticipated to be multiple award IDIQ contracts with an estimated aggregate total, not to exceed $2,500,000.00. A firm-fixed-price requirements-type contract with a base period of one year and four option years will result from this solicitation. Quantities shown in the Schedule of Items are estimated and are not guaranteed. No minimum amount of work or type of work is guaranteed. Estimated Price Ranger Per Task Order: Between $100,000 and $250,000 Contractor requirements will consist of estimated 5,373 surveys of public use, and reports on that use. Task Orders will be issued under each individual forest with statement of work and schedule for surveys. The Contractor shall provide all necessary equipment unless provided per forest task order, manpower, transportation and operating supplies and other incidentals to accomplish this work. The study must be conducted using forms and procedures established for the USFS National Visitor Use Monitoring (NVUM) program. Contract efforts focused primarily on personal interviews and traffic counts. The surveys will assess visitor use patterns and trends, visitor perceptions of social and resource conditions, and visitor satisfaction on national forest system lands. The Offeror should have personnel with broad experience with outdoor recreation concepts/issues, social survey methodology, basic visitor management strategies such as the Recreation Opportunity Spectrum (ROS) and Benefits-Based Management (BBM). The Contractor shall fully understand the National Visitor use Monitoring (NVUM) survey program as described at the following website: http://www.fs.fed.us/recreation/programs/nvum/reference/index.shtml This project area will includes the following areas: Region 2: Bighorn NF, Medicine Bow Routt NF, Nebraska NF & NG, Black Hills NF, Arapahoe Roosevelt NF, Pawnee NG, Grand Mesa Uncompahgre Gunnison NF, Rio Grande NF, Shoshone NF, Pike San Isabel NF, Cimarron/Comanche NG, San Juan NF, and White River NF Region 3: Apache-Sitgreaves NF, Carson NF, Tonto NF, Sante Fe NF, Lincoln NF, Kaibab NF, Coconino NF, Gila NF, Cibola NF, Coronado NF, Prescott NF Set- Aside: This solicitation is Set Aside for 100% Small Business. The associated North American Industrial Classification System (NAICS) code for this procurement is 541910 with a small business size standard of $15.0 millions of dollars. Offerors must be registered in the System For Award Management Database located at http://www.sam.gov in accordance with FAR 52.204-7, and must complete electronic representations and certifications. Offers must include response to all evaluation criteria to be considered. This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR Subpart 12.6, as supplemented with additional information included in this notice. Bids are due on September 1. 2017 at 12:00 p.m. (Mountain) The Synopsis/solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2005-94 and 2005-95. The following FAR provisions apply to this acquisition: 52.212-1, Instruction to Offerors Commercial items, and 52.212-2, Evaluation of Commercial Items, applies to the acquisition. Offerors shall include a completed copy of FAR provision 52.212-3, Offeror Representations and Certifications Commercial Items, and furnish Offeror's Federal Tax Identification Number, Central Contractor Registration Number, DUNS Number. FAR Clauses 52.212-4, Contract Terms and Conditions Commercial Items and 52.212-5, Contract Terms and Conditions Required Implementing Statutes or Executive Orders Commercial Items apply to this acquisition.
