- The Naval Research Laboratory (NRL) intends to negotiate with Lockheed Martin Australia on a sole source basis for the procurement of two additional transportable high frequency (HF) high power multi-channel transmit power amplifier systems to be delivered under Contract N00173-16-C-2039, which was awarded on 29 September 2016. The contract originally required the delivery of two (2) shelters. The Government now has a need for two additional identical shelters to be integrated into a four shelter system. Lockheed Martin is the only source who can satisfy agency requirements as they are the only source that has the intellectual property required to build these shelters so they can be integrated into a fully functioning four shelter system. The statutory authority for other than full and open competition is 10 U.S.C. 2304(c)(1) as implemented by FAR 6.302-1, Only One Responsible Source. This notice of intent is not a request for proposal. However, all responsible sources may identify their interest and capability to respond to the requirement or submit a proposal. All responses received by 17 August will be considered. Responses and capability statements shall be submitted via email to the Contract Specialist, Constance Reedus at constance.reedus@nrl.navy.mil. Telephone requests for additional information will not be honored. A determination by the Government not to compete this proposed action based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement.
