- Description
- The U.S. Army Contracting Command - Rock Island/Munitions and Industrial Base Directorate is conducting Market Research to identify potential sources, both CONUS and OCONUS, capable of imaging 155mm Artillery Projectiles, Hazard classification 1.1D, employing a portable x-ray system. Based upon the design of 155mm Artillery Projectiles, the portable x-ray inspection system at a minimum must be capable of: 1. High power, high resolution radiographic inspection capability. The portable X-ray system must be capable of penetrating between 0.6" to 1.2" of steel (density 7.87 g/cc) and between 2.2" to 5.2" of an explosive fill (density 1.76 g/cc), while resolving defects (missing material) of 0.020" or smaller in the explosive fill. 2. Support equipment must be capable of verifying image quality at the 2-2T level (SNR 130 for digital radiography or film density between 1.5 and 4.0) at the center, tangent and base of the item. 3. Inspection technique will entail multiple exposures per round, e.g., eight (8) exposures per round - four (4) angles each at two (2) different heights, depending on detectability. Equipment that satisfies these requirements is found to likely to consist of a high-flux Linatron source of at least 3MeV, and a digital detector array with 200 micron or smaller pixel size, or imaging media with similar resolution and sensitivity. The technical point of contact for this action is Mr. Mark Dorr, 309-783-7437, email mark.p.dorr.civ@mail.mil. A respondent to this market survey/sources sought should be able to demonstrate adequate technical capability along with good past performance in the explosives processing industry, with the requisite skills and facilities required to support the performance of this service. Interested companies who possess the necessary capabilities should respond by submitting the following information: a brief summary of your company's capabilities, description of equipment capabilities, business size information as it applies to NAICS Code 332993, personnel and related experience (similar items). In the event a respondent does not have adequate resources {technical, manufacturing, personnel, etc) available, the respondent must be able to demonstrate the ability to obtain those resources, as well as the timeframe for acquiring the capability. If a respondent chooses to utilize the services of sub-tier vendors and/or subcontractors, those vendors or subcontractors must also satisfy the criteria as stated above. Interested parties have twenty-one (21) calendar days, i.e., close of business, August 24, 2017, from the date of this publication to submit their information. Any response to this market research should include your company's name, address, CAGE Code, point of contact, phone number and email address. Please submit responses to: U.S. Army Contracting Command - Rock Island, ATTN: CCRC-AL, Mr. Patrick Lootens, 1 Rock Island Arsenal, Rock Island, IL 61299-8000, email: patrick.a..lootens.civ@mail.mil. This is notification shall be considered a market survey for planning purposes only and shall not be construed in any way as a request for proposal (RFP) or as any obligation on the part of the Government to acquire this service. The Government does not intend to award a contract on the basis of any response submitted to this market survey or to otherwise pay for information as solicited herein. The Government will utilize the information provided only to assist in developing an acquisition strategy for future requirements. Please identify any proprietary information submitted. Any and all information submitted will be held in a confidential status and will be afforded the appropriate protections.
