- Use and Non Disclosure Agreement (NDA) Family of Medium Tactical Vehicles - Protection Kits (Draft Solicitation) Solicitation: W56HZV-17-R-0106 Agency/Office: Army Contacting Command Location: ACC-WRN (W56HZV)(DTA) Title: FMTV Amor Protection Kits Re-Compete The U.S. Army is considering the conduct of a best value competitive source selection resulting in award of a single Firm-Fixed Price (FFP) Indefinite Delivery Indefinite Quantity (IDIQ), 5 year, total small business set-aside contract to procure FMTV Protection Kits in support of the existing Family of Medium Tactical Vehicles (FMTV) A1P2 and A2P2 vehicle platforms. The FMTV Protection Kits consists of the B-Kit (58 or 78 gallon configuration), Underbody Armor Kit, and Underbody Counterweight Kit. The U.S. Army anticipates award in FY18, with Production Verification Kit deliveries beginning 240 days after contract award and production deliveries continuing up to approximately 80 months after contract award. The total estimated amount of FMTV Protection Kits is 2,265. The Government has made Technical Data Package (TDP) drawings of the Protection Kits including Installation Instructions available to interested parties. Some documents are marked Distribution D - Export Controlled, while others are marked Classified. Parties interested in obtaining the FMTV Protection Kit TDP drawings must be certified in the Joint Certification Program (JCP), have an active System for Award Management (SAM) account, and submit a signed Non-Disclosure Agreement (NDA) via email to the usarmy.detroit.acc.mbx.wrn-fmtv-b-kits@mail.mil mailbox. The data custodian in JCP must sign and submit the "FMTV Tech Data NDA" which is attached to this announcement. In addition, the interested party shall provide the Organization's name and CAGE code. Upon approval, the Government will mail out the FMTV Protection Kit TDP drawings via CD. The FMTV Protection Kit TDP CDs will appear as an un-validated TDP. This is a function of the Government Windchill system. The Government will validate TDP at contract award. Classified Information In order to meaningfully respond to the subject solicitation and be considered for award, the Offeror must be able to receive, view, house and safeguard SECRET materials at the time of proposal submission and during the life of the contract. In order to receive, view, house and safeguard SECRET materials, the Offeror shall possess the appropriate level of security. Offerors who are considering a subcontractor(s) who will receive, view, house and safeguard SECRET materials shall ensure that the subcontractor(s) also possess the appropriate level of security. The TACOM Intelligence and Security Office will verify all security information. The Offeror and the subcontractor(s) who do not possess the appropriate level of security to receive, view, house and safeguard SECRET materials will not be able to discuss or access key aspects of the program. Furthermore, the Government may reject the Offerors proposal pursuant to Paragraph M.2., Rejection Of Offers, and shall not be considered for award. The Government will not sponsor or in any way assist the Offeror and the subcontractor(s) in obtaining the appropriate level of security clearance. Any information provided by the Government is DRAFT ONLY and is subject to change prior to the final RFP release. Publication of any DRAFT Documentation is not a pre-RFP notice (synopsis) or a formal RFP and does not bind the Government to solicit or award a contract. All DRAFT Documents are subject to change. Feedback provided in response to the draft shall be voluntary on the part of the potential offeror and the Government will not reimburse any potential offeror for costs associated with its feedback. The Government will post updated information on the FMTV Protection Kit effort as necessary. Interested parties are responsible to keep themselves informed, so it is important to visit FBO periodically to ensure that you have the most current information. The Government will post submitted questions along with the corresponding answers for public review and reserves the right to not respond to all questions received.
