- This procurement is being handled in accordance with FAR 13.106-1(b). The EPA intends to award a single source order to the University of New Hampshire Stormwater Center (UNHSC) via the University System of New Hampshire and is requesting a quotation from the UNHSC. All responsible sources may submit a capability statement, which shall be considered by the Agency. The UNHSC began in earnest to collect comprehensive stormwater control (SWC) performance data for a wide variety of SWCs starting in 2004. Since then, the UNHSC focused on developing innovative SWCs designs for performance improvements, conducting comprehensive performance monitoring of real-world small capacity and innovative SWC retrofits, and enhancing SWC nutrient performance monitoring capacity using real-time instrumentation. Comprehensive SWC performance monitoring data sets generated by the UNHSC have been used to develop cumulative performance estimates for new innovative technologies and to further validate estimates of small-capacity SWCs. The UNHSC has worked, and is currently working, with municipalities in implementing SWCs and assessing the effectiveness of these SWCs, such as in the Berry Brook watershed in Dover, NH. In this requirement, a contractor is needed to conduct comprehensive performance monitoring of two innovative SWC retrofits constructed in Chatham, MA and Hyannis, MA. The subsurface gravel wetland (SGW) best management practice (BMP) SWC retrofits installed in these two towns on Cape Cod for treatment of nitrogen in stormwater discharges were predicated on prototypes developed by the UNHSC. The UNHSC personnel are recognized as experts in stormwater technology and are uniquely capable of understanding the complex hydraulic, chemical, and microbiological functions of the BMP in order to quantify and determine the quality of the effectiveness and cost-effectiveness of SGWs for use in attaining required nutrient load reductions under EPA Region 1's next-general municipal separate storm sewer system (MS4) General Permit. The EPA anticipates issuing a firm-fixed-price purchase order to the UNHSC for the services outlined in the attached Performance Work Statement (PWS) (Attachment 2). The anticipated award date is August 28, 2017, and the period of performance will be one year from the date of award. Clauses and provisions that are applicable to this solicitation and the subsequent order are included in Attachment 1. This solicitation document incorporates provisions and clauses that are in effect through Federal Acquisition Circular 2005-95. INSTRUCTIONS TO SOURCE As stated previously, the EPA intends to award a single source order to the UNHSC and is requesting a quote from the UNHSC. Also, all responsible sources may submit a capability statement, which shall be considered by the Agency. If a source is determined by the EPA to be capable based on the capability statement submitted, the EPA will modify the solicitation to incorporate evaluation criteria and a basis for award and will require a quotation and potentially additional information to further determine technical capabilities. The source shall submit the following information to be considered for the purchase order: 1.Quotation The source shall submit a quotation for the firm-fixed-price order for the services included in the PWS. Please complete Attachment 3 and include this with your quotation to provide the basis for your proposed price. For any travel that is necessary in performance of the order, the source shall provide a detailed breakdown of the cost per trip, including such things as mileage estimates, tolls, per diem, etc. 2.An affirmative written statement as to the acceptance of the terms and conditions in the purchase order detailed in Attachment 1. Please include the source's DUNS number with the quotation. The source will also have to complete the EPAAR provision 1552.203-70 Current/Former Agency Employee Involvement Certification (Jul 2016) included in the clause and provision list in Attachment 1. Responsible sources other than the UNHSC will need to submit a capability statement outlining their qualifications to provide the required services. Sources who do not provide the requested information by the closing date and time of this solicitation will not be considered for award. A quotation from the UNHSC, as well as capability statements from other responsible sources, must be submitted in Portable Document File (PDF) format via email to the Contract Specialist, Melissa Miller, at miller.melissab@epa.gov and to the Contracting Officer, Michael Ottariano, at ottariano.michael@epa.gov no later than 3:00 PM, Eastern Daylight Time, on August 17, 2017.
