Description
This is a Special Notice of Intent to award a sole source Firm Fixed-Price purchase order to Lexis Nexis (P.O. Box 9584, New York, NY 1008-4584) for annual maintenance of their perpetual software application CaseMap Suite that includes CaseMap and TimeMap perpetual licensing for the U.S. Department of Labor (DOL), Employee Benefits Security Administration (EBSA), Office of Technology and information Services (OTIS). EBSA purchased CaseMap in 2015. EBSA is renewing the annual maintenance plan to continue the upkeep and the maintenance in order to receive all forward product releases. CaseMap provides a unique database format that streamlines the process to identify, organize, and analyze case-critical information. CaseMap provides EBSA investigators, Benefits Advisors and other users with a tool that allows them to search, collaborate, and share information across geographical boundaries. CaseMap is needed to exchange case documents with EBSA's business partners such as the Security and Exchange Commission (SEC) and the Department of Justice (DOJ). CaseMap Suite is the only software that has the capability to properly integrate with Concordance software and files, draw data from the files, and analyze, package and create reports from the data. CaseMap organizes evidence and other legal research, and court documents of other case documentation pertaining to EBSA investigations. This proposed contract action is for supplies/services for which the Government intends to solicit and receive only one quote from only one source under the authority of (FAR 6.3021-Only one responsible source and no other supplies or services will satisfy the agency requirements) and FAR 13.106-1(b)(1)(i). This notice of intent is not a request for competitive quotes; however, interested persons may identify their interest and capability to respond to the requirement by Friday, August 11, 2017 at 10:00am Eastern Standard Time (EST). A determination by the Government not to compete this requirement based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement.
