Description
System specifications This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR 12.6 as supplemented with additional information included in this notice. This announcement constitutes the only solicitation and a separate written solicitation will not be issued. This solicitation number is NICHD-17-148 and is issued as a Request for Quotation (RFQ). The solicitation/contract will include all applicable provisions and clauses in effect through Federal Acquisition Circular 2005-95. The North American Industry Classification (NAICS) Code is 334516 and the business size standard is 1000 employees. However, this solicitation is not set aside for small business. This acquisition is being conducted using Simplified Acquisition Procedures in accordance with FAR Part 13. Eunice Kennedy Shriver National Institute of Child Health and Human Development (NICHD) have a requirement for a vendor who can provide the following Immunoassay system: Item 1) PN: 600-100 - Ella System a microfluidic based-immunoassay platform. The system includes instrument, computer, Windows® operating system, Simple Plex Runner and Explorer software (10-seat license), 1 verification cartridge and one-year warranty that includes depot service - Quantity (2) EA Item 2) PN: 600-101 - Installation and Training: System installation. Includes a Simple Plex Demo Kit - Quantity (2) EA The systems are needed for two separate labs NICHD and National Institutes of Alcohol Abuse and Alcoholism (NIAAA) within the National Institutes of Health. The NICHD laboratory will use the Ella System to test the concentration of cytokines and other biomarkers that may be associated with pregnancy complications. Advantages to the Ella include a rapid run time of 60 to 90 minutes, minimal hands-on time for loading Simple Plex cartridge and placing it into the automated system and importantly, very low variation between assay runs (%CV). Another important feature of the Simple Plex assays is the they use antibodies from R&D Systems, the manufacture of the Quantikine ELISA (enzyme linked immunosorbent assays) kits routinely used in the NICHD laboratory. ProteinSimple and R&D Systems (BioTechne companies) assure that the concentration values from the Ella Simple Plex assays have a high correlation with the concentration values obtained from the R&D Quantikine kits. This high correlation between the two immunoassay platforms will facilitate the comparison of historical data generated in the NICHD lab and future data generated using the Ella system. Because of the propriety microfluidic technology and the use of antibodies from R&D Systems, to the best of NICHD knowledge this is the best system that meets the lab needs. The Ella System is a self-contained assay machine for running and analyzing Simple Plex microfluidic immunoassays. It quantifies target proteins of interest in an unknown sample. This instrument is unique in that is requires only a small amount (25µL) of serum/plasma for detection of proteins of interest in triplicate. It requires at least a third of the sample required by other or more traditional forms of immunoassays. This is ideals for the analysis of samples from NIAAA protocols, of which there is very little left after sending samples to collaborators. Moreover, NIAAA proteins of interest tend to be present in lower concentrations in blood samples collected, thus NIAAA has experienced difficulty in producing reliable quantification of our proteins of interest in protocol samples. The Ella would allow for detection of endogenous peptides typically found in lower concentration. This system will greatly improve the quality and reliability of the NIAAA results as NIAAA have had to disregard a lot of data with variance much too high to report. To the best of NIAAA knowledge the Ella System is the only immunoassay system with low enough detection limits to accurately and reproducibly quantify cytokines and other low quantification proteins. See attached for Ella systems specifications/information. Note: 2nd place of performance/delivery for (1) EA of each line item location: Hutzel's Women Hospital in Detroit, MI. The offeror must include a completed copy of the provision of FAR Clause 52.212-3, Offeror Representations and Certifications - Commercial Items with its offer. The provisions of FAR Clause 52.212-1 Instructions to Offerors - Commercial Items; FAR Clause 52.212-2, Evaluation - Commercial Items -Evaluation Procedures: The Government will award a contract resulting from this solicitation to the responsible offeror whose offer, conforming to the solicitation, based on lowest price/technically acceptable. Only those offerors determined to follow/in compliance with the requirements as stated in this solicitation will be considered for award. Non-conformance with this requirement may result in the offeror's quote being determined unacceptable. The offeror must include their Dun & Bradstreet Number (DUNS), the Taxpayer Identification Number (TIN), and the certification of business size.
