- 2 1.0 Scope of Work The purpose of this performance work statement is to purchase two Temperature Management System machines. This purchase will replace two machines in the ICU which have been faced out and are currently out of support and warranty. The period of performance will be 30 days after receipt of award. 2.0 Purpose GOAL: Induced therapeutic hypothermia after cardiac arrest at the Phoenix VAMC aims to prevent further injuries that lead to poor outcomes and death in cardiac arrest survivors. The American Heart Association released in its 2015 Guidelines for Cardiopulmonary Resuscitation that induced hypothermia is beneficial and results in improved outcomes in patient after cardiac arrest. Equipment being requested will provide non-invasive therapeutic hypothermia after cardiopulmonary resuscitation and emergency cardiovascular care in the Intensive Care Unit. Therapeutic hypothermia has a significant potential to reduce early mortality and morbidity from multi-organ failure and brain injury. 3.0 Specifications Features: Must interface with current hemodynamic patient monitoring system in Phoenix VA ICU Must interface with the PICIS documentation system in Phoenix VA ICU Is a non-invasive surface cooling system to cool and maintain post-code patient at a selected temperature between 32-36 degrees Celsius for at least 24 hours as recommended by the 2015 AHA Guidelines. Is a continuous patient temperature monitoring to provide precise temperature control of the patient Provides timely patient cooling, adequate maintenance of temperature, and safe/controlled rewarming Has multiple options for temperature management via esophageal and bladder temperature monitoring Has easy, simple, and intuitive user interface with simple programming capabilities Easy to apply pads for timely, quick initiation of therapy Leak proof pads Has ability to store and recall patient data Provides specific and clear guidance on cleaning and sanitizing equipment in accordance with the facility s RME facility policy (Cavicide or Clorox Bleach Wipes) Circulating fluid must be Distilled or Sterile Water Provide therapy modes of normothermia and hypothermia Must be radiolucent and safe for MRI, CT Scan, X-Ray, Cath Lab, and defibrillation Compact and lightweight; up to 47 kilograms for easy movement of unit in and out of patient s room; addresses constraints for storage, portability and safety of staff Dual wheel castors (4, one on each corner). Dual wheel addresses lateral force required of staff to move the unit Training and Service Has a comprehensive built-in training module Provides ongoing vendor support for comprehensive staff training in multiple modalities: classroom, simulation, and online courses 24/7 critical care helpline Local service representatives to provide training Additional training as requested by facility Approved by Phoenix VA contracting and Biomedical department for agreed upon parts, service, and labor warranty 4.0 Delivery and Shipping Information: The contractor shall provide the following for shipment and delivery of equipment: All items shall be shipped to the following location: Phoenix VA Health Care System Carl T.
