Description
The U.S. Army Corps of Engineers (USACE), Engineer Research and Development Center (ERDC), Construction Engineering Research Laboratory (CERL) intends to purchase a Velos Pro Dual Pressure Linear Ion Trap Mass Spectrometer from Thermo Electron North America, LLC upon the basis of the authority provided at FAR 13.501(a)(1)(i). ERDC-CERL requires the purchase of a Velos Pro Dual Pressure Linear Ion Trap Mass Spectrometer (MS). The MS must be able to structurally determine and quantitate the chemicals and biomolecules at trace levels (femtomolar concentrations) in the liquid phase. This requirement Includes: • LTQ04-10000 System, Velos Pro • OPTON-20042 Kit, Preinstallation, Velos Pro • OPTON-20037 HESI Probe, Mark 2, with 32G metal needle • ES071 Nanospray Flex Ion Source Kit • OPTON-20307, License, Trap-HCD for Velos Pro • Installation service on MS and all the related equipment • 4 day on-site training session Equipment/installation/training is expected 60 days from date of award The Velos Pro Dual Pressure Linear ion trap from Thermo Fisher is required because it is the only model of its kind that has the required MSn capabilities, scan speed, sensitivity, and resolution. It excels at the characterization of molecules from only minute sample quantities and is unrivaled for its ability to provide structural information from small amounts of sample that are inaccessible to other characterization methods. We note how important these specifications and capabilities are because this instrument will be critical for work in biomanufacturing and bioaugmentation, catalysis, water treatment, green chemistry, and environmental analysis. Thermo Fisher is the only known source that can fulfill all the requirements including delivery of the equipment as well as installation and training for the team of CERL scientists and engineers that will utilize it. The associated North American Industry Classification System (NAICS) code is 334516, which has a size standard of 1,000 employees. This is not a small business set aside, as this Notice of Intent is not a request for competitive quotations. However, interested parties may identify their interest and capability to respond to this requirement. Any interested party that believes they can fulfill this requirement should submit a capability statement to be reviewed. All submissions will be considered, however there is no guarantee that submissions in response to this notice will in any way alter the Government's acquisition strategy.
