- The U.S. Army Corps of Engineers, New England District is issuing this Sources Sought Announcement for the construction services needed to transform an existing gravel parking lot to a bituminous concrete pavement parking lot. This announcement is to determine interest, availability and capability of 8(a), HUBZone, Service-Disabled Veteran-Owned, Women-Owned and Small Business concerns for this project. The NAICS code for this procurement is 237310. The project is planned to be issued in or about October 2017. The project is expected to take approximately 1 to 2 months to complete construction. The estimated construction cost is between $100,000.00 and $500,000.00. This project will require the contractor to provide and prepare a base course material and to pave the existing gravel parking lot with a bituminous concrete pavement in accordance with CTDOT State standards. The parking lot is approximately 4,550 square yards, which includes the parking lot and the driveway up to the main road. Finished surface elevation shall match existing drainage patterns and the slope shall be less than 5 percent. Surrounding shoulders shall be re-graded and compacted to match the finish elevation. Existing wooden guard rails adjacent to the parking lot shall be left in place during construction. Interested firms should submit a capabilities package to include the following: business classification (i.e. HUBZone, small business, etc.), a proof of bonding as well as what type of equipment would be utilized for this project. Please include at least two specific examples of the firm's experience performing the work requirements stated above. The projects must have been performed within the last five years. Please indicate the team subcontractor(s) (if any), including their prior experience and qualifications, which will be used to support the offeror's effort and their experience must also have been performed within the last five (5) years.
