- N66001-17-D-0199 Notice of Intent to Award Sole Source Contract to Systems Planning and Analysis, Inc. Space and Naval Warfare Systems Center, Pacific (SSC Pacific) intends to award a contract on a sole source basis to Systems Planning and Analysis, Inc. (SPA) of Alexandria, VA to provide for analysis and assessment services for the Department of Defense (DoD) including the Strategic Capabilities Office (SCO) which will assist in their program maturation, demonstrations, experiments, concepts of operation (CONOPS) and prototype development. Analysis and assessment includes the use of SPAs General Campaign Analysis Model (GCAM), which is a set of tools that develop agent-based models to simulate complex systems to test the various experiments and prototype developments that the DoD and SCO cultivates. The requirement also calls for experience and expertise in Naval and Joint Warfare analysis, CONOPS development, and expertise in strategic and operational military value of new technologies or alternative applications of existing technologies. This contract is anticipated to be awarded as a Cost Plus Fixed Fee, Indefinite Delivery, Indefinite Quantity (IDIQ) Contract with a one-year base period of performance and four (4) one-year option periods with an anticipated contract award date of 28 September 2017. The applicable NAICS Code is 541712 and the business size standard is 1,000 employees. Be advised that the aforementioned information is anticipatory in nature and is not binding. This notice is not a request for competitive proposals; however, any firm believing that it can perform these services may be considered by the agency. Interested parties may identify its interest and capabilities in response to this synopsis, and must clearly demonstrate the firms ability to be responsive without compromising the quality, accuracy, and reliability of services provided. All responding vendors must be registered to the System for Award Management (SAM) website prior to award of contract. Information can be found at https://www.sam.gov/. The proposed Solicitation Number is N66001-17-D-0199. The dollar value of this requirement is not anticipated to exceed $5 Million.
