Description
DLA Strategic Materials intends to purchase a cumulative amount of 1,191 kilograms (kgs) of silicon carbide fibers. This will include 794 kgs of Hi-Nicalon TM and 397 kgs of Nicalon TM for the National Defense Stockpile. DLA Strategic Materials Directorate of Contracting located in Fort Belvoir, VA intends to award a firm fixed price contract on a sole source basis to COI Ceramics Incorporated, located in San Diego, CA. For a period of performance of one (1) base year and nine (9) option years, in accordance with FAR 13.501. This action will be conducted in accordance with FAR Part 12, Acquisition of Commercial Items, and FAR Part 13, Simplified Acquisition Procedures, and FAR Part 15, Negotiations. There are no set-aside restrictions for this requirement. The North American Industry Classification System (NAICS) code for this effort is 325180, Other Basic Inorganic Chemical Manufacturing, with a small business size standard of 1,000 employees. The Government intends to solicit only with COI Ceramics Inc. and to award this requirement under the authority of FAR 13.501. The anticipated award date is no later than September 30, 2017. The prospective contractor must be registered in the System for Award Management (SAM) database in order to be eligible for award. This notice of intent is not a request for competitive proposals. There is no solicitation document. No Request for Proposals will be issued. However, all information received within ten (10) calendar days from the publication of this notice will be considered solely for determining whether to conduct a competitive procurement. A determination by the Government not to open the requirement for competition based upon responses to this notice is solely within the discretion of the Government. Interested parties may request further information no later than 2:00 PM EDT on August 12, 2017, by sending an email to SMContracting@dla.mil ; and Courtesy Copying (CC) the Points of Contact (POC) listed above.
