- Data Acquisition System. Solicitation N00421-17-Q-0311is issued as a competitive procurement. The Government intends to purchase on a firm fixed-price basis, and to solicit and negotiate the proposed purchase order on a competitive basis for Data Acquisition System, under the authority implemented by Federal Acquisition Regulation (FAR) by FAR Part 12 and 13. The requirement is to add an dditional HBM Somat DAQ Modules to supplement NAVAIR'S instrumentation system for larger upcoming test cell requirements. HBM, Incorporated is the OEM for Somat DAQ System. The software CATMAN is proprietary to HBM. HBM does not have a preferred reseller for their product. This solicitation is open to all resellers providing the material is acquired through proper channels with FULL TRACEABILITY to the OEM (this information will be verified before any award is made). All warranties must remain the same with no exceptions. Any award resulting from this solicitation will be made to small business owners. ***Basis for Award*** ACCEPTING OFFER'S FROM AUTHORIZED DISTRIBUTORS/RESELLERS ONLY Solicitation closing date/time is firm; proposals received after the deadline will not be accepted. Your quote will only be evaluated based on the information provided. The award will be made on the basis of lowest evaluated price of proposals meeting or exceeding the acceptability standards for non-cost factor. This is a firm fixed-price procurement; therefore, the initial offer should represent the vendor's best quote in terms of price and technical acceptability. A determination by the Government not to accept the proposal for not meeting the minimum requirement is solely within the discretion of the Government. Interested parties must be registered in System for Award Management (SAM) Database prior to submission of an offer to be considered for award of any Department of Defense contract.
