- THIS SOURCES SOUGHT ANNOUNCEMENT IS A MARKET SURVEY FOR INFORMATIONAL PURPOSES ONLY. THIS IS NOT A SOLICITATION FOR PROPOSALS AND NO CONTRACT WILL BE AWARDED FROM THIS. NO REIMBURSEMENT WILL BE MADE FOR ANY COSTS ASSOCIATED WITH PROVIDING INFORMATION IN RESPONSE TO THIS ANNOUNCEMENT OR ANY FOLLOW-UP INFORMATION REQUESTS. THE PURPOSE OF THIS ANNOUNCEMENT IS TO GAIN KNOWLEDGE OF POTENTIALLY QUALIFIED SOURCES AND THEIR SIZE CLASSIFICATIONS (8[a], HUBZONE, SMALL BUSINESS, LARGE BUSINESS, ETC.) PLEASE DO NOT REQUEST A COPY OF A SOLICITATION, AS ONE DOES NOT EXIST. The purpose of this Sources Sought Notice is to determine the interest and capabilities of potential qualified firms relative to the North American Industry Classification Code (NAICS) 561990 - All Other Support Services. Responses to this notice are not offers and cannot be accepted by the government to form a binding contract. Vendors are reminded that only Contracting Officers are authorized to commit the government to the obligation of funds. At this time, no solicitation exists, therefore, requests for a copy of a solicitation will not be permitted. Description: 1. Twelve above ground storage tanks located at the JB MDL Range storage area require removal. The tanks are to be emptied of residual fuel and sludge, demolished, pressure washed or steam cleaned, and the residual metal and concrete recycled. The contractor shall provide a containment or other means to ensure that cleaning water is not released to the ground or water bodies. The contractor will collect the wastewater for proper disposal. The waste sludge/fuel as well as the water used for cleaning is to be disposed of in accordance with federal and state regulations. The concrete from the CONVAULT® tanks will be broken down and sent to a NJDEP approved concrete receiving facility for recycling. All steel from the tanks and the appurtenances shall be recycled as well. A copy of the weight tickets showing the material was accepted at the recycling facility will be sent to 787 CES/CEIEA, Dave Deinhardt, for record keeping. A disposal receipt for the fuel/sludge/wastewater from a licensed facility shall also be provided. The tanks are not to be transported from the base prior to them being cleaned and cut open. The tanks are not to be used whole for the storage of fuel, or any other regulated material. The contractor is liable to clean up any material spilled on the ground and remove that waste at no additional cost to the government. The contractor shall comply with all Federal, State and Air Force Environmental and Safety Regulations that apply to this work. 2. Listed below are the amount and size of the tanks. There is a combined total of 440 gallons of sludge and fuel estimated to be remaining in the tanks. (1) 1000 gallon CONVAULT® (1) 500 gallon CONVAULT® (1) 2000 gallon double wall steel (4) 1000 gallon double wall steel (1) 500 gallon double wall steel (1) 500 gallon double wall steel (1) 1000 gallon single wall steel (2) 275 gallon single wall steel 3. All tanks are stored in the following location: Tank Storage Area Range Road & Wet Break Road Fort Dix NJ, 08641 Response Instruction: Please submit responses to SSgt Guy Cholmondeley via email at guy.cholmondeley@us.af.mil. Responses are to be submitted no later than July 19, 2017 at 12:00 PM Eastern Standard Time. Interested parties shall furnish the following minimum information: 1. Company name and address. 2. Company point of contact name, telephone number, and email address. 3. Company business size and status (i.e. Large Business, Small Business, Service-Disabled Veteran Owned Small Business, Woman-Owned Small Business, etc.), the number of years in business. 4. If the company holds a Federal Supply Schedule (FSS) Contract, please list the GSA Contract Number. 5. Capabilities/Qualifications: A short written response stating capacity to fulfill this requirement.
