This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. •Þ Solicitation #F3W3427165AQ02, Cold Water Chillers Issued as: RFQ •Þ The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2005-95. •Þ Set-aside: None NAICS Code: 333415 •Þ Requested items: ALL CLINs in accordance with attached item description dated 13 Jun 17. Contract Line Item Number (CLIN) Item No Supplies/Services Quantity Unit Amount Total Price CLIN 0001 Cold water chiller CIATS Model #: 1000BV IAW attached Statement of Need. 2 EA Total Price for ALL CLINs: •Þ Description of salient characteristics of items being acquired attached in the SON. •Þ Requested Date of Delivery: 30 Sep 17 •Þ Place of Delivery and Acceptance : 52 CES/CEOIH, Bldg. 360, 54529 Spangdahlem Air Base, Germany •Þ Free on Board (FOB) Destination or Origin: Destination •Þ The provision at FAR 52.212-1, Instructions to Offerors -- Commercial, applies to this acquisition. •Þ The below ADDENDA is added to FAR 52.212-1, Instructions to Offerors: Ø This a brand name requirement. Ø Quoted amounts need to be net prices without tax. Ø Quotes are required to be valid until 30 September 2017. Ø The Government reserves the right to award on an " All or None " basis. Ø Provide "Quote Expiration Date" ___________________________ Ø Provide "Best Delivery Date" ___________________________ Ø Provide "Discount Terms" ___________________________ Ø All questions are to be submitted in writing by 8 August 2017, 1600 hrs., Central European Summer Time (CEST). Ø Quotes are due NO LATER THAN 17 August 2017 1600 hrs., CEST. Ø Quotes and all other correspondence as listed in this solicitation must be emailed to both points of contact (POCs) the contacting officer Ms. Sumaya Soliman at sumaya.soliman@us.af.mil and the contract specialist 1st Lt Jordan Camacho at jordan.camacho.1@us.af.mil •Þ The provision at FAR 52.212-2, Evaluation of Offerors - Commercial Items, applies to this acquisition in the following manner: (a) The Government will award a contract resulting from this solicitation to the responsible contractor whose quote conforming to the solicitation will be most advantageous to the Government, price and other factors considered. The following factors shall be used to evaluate quotes: 1. Price. 2. Technical Acceptability according to attached item description, has to meet or exceed all item specifications as listed therein. 3. Contractor Responsibility Determination: A contractor is deemed responsible if IT has no negative entries in the following systems: a. System for Award Management (SAM). b. Excluded Parties List System (EPLS). Award will be made to the lowest priced, technical acceptable quote which is deemed responsible. The Government will evaluate quotes as follows: The lowest prices quote will be evaluated first for technical acceptability. If deemed acceptable, further evaluation of quotes will stop and award will be made to this contractor. If deemed unacceptable, the next lowest quote will be evaluated for technical acceptability and so on. This will continue until an acceptable quote is determined. (b) A written notice of award will be mailed or otherwise furnished to the successful contractor after evaluation is complete and a successful quote has been identified. The successful contractor must confirm by signing the SF 1449 in blocks 30a, 30b, and 30c and e-mail the document back to the contract specialist 1st Lt Jordan Camacho at jordan.camacho.1@us.af.mil. •Þ The provision at FAR 52.212-3, Offeror Representations and Certifications - Commercial Items, requires contractors complete the applicable portions and submit with their quote. - NON-US Contractors, if not registered in SAM - Complete attached highlighted areas of FAR 52.212-3, Offeror Representation and Certifications - Commercial items. - US Contractors, if not registered in SAM - fill out paras (c) through (t) of FAR 52.212-3, Offeror Representation and Certifications - Commercial items. •Þ The clause at FAR 52.212-4, Contract Terms and Conditions -- Commercial Items, applies to this acquisition. •Þ The below ADDENDA is added to FAR 52.212-4(c), Contract Terms and Conditions-Commercial Items (c) Changes.
