Description
This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR 12.6 as supplemented with additional information included in this notice. This announcement constitutes the only solicitation and a separate written solicitation will not be issued. This solicitation number is NIH-NIDDK-17-214 and is issued as a Request for Quotation (RFQ). The solicitation/contract will include all applicable provisions and clauses in effect through Federal Acquisition Circular 2005-95. The North American Industry Classification (NAICS) Code is 334516 and the business size standard is 1,000. However, this solicitation is not set aside for small business. This acquisition is being conducted using Simplified Acquisition Procedures in accordance with FAR Part 13. Eunice Kennedy Shriver National Institute of Child Health and Human Development (NICHD) intend to procure on a sole source basis with BIOTAGE, INC. of 10430 Harris Oaks Blvd, Suite C. Charlotte, NC 28269 for the purchase of a microwave-assisted automated peptide synthesizer. The National Institute of Digestive, Diabetes & Kidney Diseases's (NIDDK) Solid State NMR and Biomolecular Physics Section of the Laboratory of Chemical Physics requires an automated, microwave-assisted peptide synthesizer for the production of polypeptides that are used in solid state nuclear magnetic resonance (NMR) studies of the molecular structures of amyloid fibrils associated with type 2 diabetes and Alzheimer's disease, studies of the molecular structural distributions of transient intermediates in protein folding and ligand binding processes, and a variety of related research projects. The synthesizer must be capable of producing polypeptide chains with lengths between 25 and 40 amino acids, with high yield and high purity, and on scales between 0.01 mmol and 0.2 mmol. Total synthesis times must be approximately 30 minutes per amino acid or less. It must be possible to synthesize polypeptides that include all 20 common amino acids and also include at least 8 nonstandard or isotopically labeled amino acids, without changing the synthesizer configuration during a synthesis run. It must be possible to use a variety of different Fmoc synthesis resins, including Wang resins, Rink amide resins, and PEG-based resins such as Tentagel and ChemMatrix resins. It must be possible to use a variety of amino acid activation and deprotection chemistries, including HOBt, HCTU, and Oxyma activation and piperidine and piperazine deprotection. It must be possible to control the microwave-heated temperature, duration, and reagent volume of each synthesis step by software. It must be possible to mix the contents of the synthesizer's reaction vessel during activation, coupling, and deprotection by oscillatory agitation. It must be possible to include acetic anhydride capping after some or all coupling steps, without changing the synthesizer configuration during a synthesis run. The synthesizer must include capabilities for monitoring the progress of deprotection reactions by UV absorbance and for automated adjustment of reaction times based on UV monitoring results. Only one responsible source and no other supplies or services will satisfy agency requirements. The offeror must include a completed copy of the provision of FAR Clause 52.212-3, Offeror Representations and Certifications - Commercial Items with its offer.
