Description
This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR 12.6 as supplemented with additional information included in this notice. This announcement constitutes the only solicitation and a separate written solicitation will not be issued. This solicitation number is NIH-NIDDK-17-212 and is issued as a Request for Quotation (RFQ). The solicitation/contract will include all applicable provisions and clauses in effect through Federal Acquisition Circular 2005-95. The North American Industry Classification (NAICS) Code is 334516 and the business size standard is 1,000. However, this solicitation is not set aside for small business. This acquisition is being conducted using Simplified Acquisition Procedures in accordance with FAR Part 13. Eunice Kennedy Shriver National Institute of Child Health and Human Development (NICHD) intend to procure on a sole source basis with Life Technologies Corporation of 3175 Staley Road, Grand Island, NY 14072 for the purchase of a new quantitative real-time PCR system. The National lnstitutes of Health (NlH), National lnstitute of Diabetes and Digestive and Kidney Disease (NIDDK) has a requirement to carry out studies of glucose metabolism on a cellular and systemic level in cell culture, tissues, and whole animal that require the study of various genes and their expression. As part of the NIDDK's overall studies on the interplay between Epo and glucose metabolism, the ability to quickly and accurately measure gene expression is crucial in better understanding glucose metabolism. The system must be quantitative and automated to provide for consistent and reproducible results, and needs to be able to accommodate both 96-well and 384-well PCR plates as well as TaqMan® Array Cards. A small footprint is also required due to space limitations. The Molecular Medicine Branch requires an Applied Biosystems QuantStudio TM 7 Flex Real-Time PCR System which accepts the 96-well, 384-well and array card formats to replace the existing real-time quantitative PCR ABI 7900 System that is no longer manufactured. Service on the existing machine is becoming more difficult due to limited availability of parts. Because the instrument is no longer in production, continuing service will become problematic during the next couple of years or so. Quantitative real-time PCR analysis is used on a daily basis with both 96-well and 384-well plates, and is critical to determinations of gene expression in tissues, organs, primary cell cultures and cell lines. The TaqMan® Array Card Block upgrade is necessary for gene expression analysis using ABI custom designed mini-arrays based on the NIDDK's unique list of genes with the greatest variation in gene expression based on analysis of cells separated by their cell cycle profile. The custom mini-arrays manufactured by Applied Biosystems that the NIDDK has designed for production by Applied Biosystems, can only be analyzed on an Applied Biosystems instrument. In replacing the ABI 7900 that is no longer manufactured, the Applied Biosystems QuantStudio TM 7 Flex Real-Time PCR System is the only machine available that is compatible with the NIDDK's existing custom array cards for assessing gene expression. The proposed contract action is for supplies or services for which the Government intends to solicit and negotiate with only one source under authority of the 41 U.S.C. 253(c) (1), FAR 6.302. Only one responsible source and no other supplies or services will satisfy agency requirements. The offeror must include a completed copy of the provision of FAR Clause 52.212-3, Offeror Representations and Certifications - Commercial Items with its offer. The provisions of FAR Clause 52.212-1 Instructions to Offerors - Commercial Items; FAR Clause 52.212-2, Evaluation - Commercial Items; FAR Clause 52.212-4, Contract Terms and Conditions - Commercial Items; and FAR 52.212-5, Contract Terms and Conditions Required to Implement Statutes or Executive Orders - Commercial Items - Deviation for Simplified Acquisitions applies to this acquisition. The offeror must include their Dun & Bradstreet Number (DUNS), the Taxpayer Identification Number (TIN), and the certification of business size.
