- This is currently an unfunded requirement subject to FAR 52.232-18, Availability of Funds. Award will be made should funding become available. Please make offers good through 30 September 2017. This is a combined synopsis/solicitation for commercial items prepared in accordance with the format prescribed in FAR Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotes are being requested and a written solicitation will not be issued. All items below are BRAND NAME OR EQUAL. If quoting "or equal" items, please include all physical, functional and performance capabilities. This requirement is a 100% small business set-aside, NAICS 333999 and small business size standard is 500 Employees. IMPORTANT NOTE: All items must be received as soon as possible, with a date no later than 15 September 2017. This is important as failure to receive these items may result in mission failure for customer. Also, please include cage code and tax identification number with your quote. 0001 - (1) EA- MFR: Hydro Engineering; Description: Hydroblaster Model ATAWS (Advanced Total Aircraft Wash System) Must meet the following physical, salient characteristics and/or requirements: - Be a fully self-contained portable dual-gun, hot water aircraft cleaning system - Support an external aircraft wash and dual T-701D engine washes from a single unit - Operate at 45-psi when operating in turbine engine wash/rinse applications - All equipment must be plumbed and mounted complete on a tandem axle trailer - Trailer must include a heavy duty adjustable lunette eye hitch to accommodate tow vehicle drawbar heights - Trailer must include 4 corner tie downs for air shipment - Must have a heavy duty diesel engine that is water cooled and designed to operate on diesel, JP-8 or kerosene - System must include two approximately 30 gallon fluid delivery tanks - One for externally washing the aircraft - One for delivery of gas-path cleaner to the T-701D turbine engines - External wash soap tank must be mounted and plumbed - Must include approximately 50' of turbine wash/rinse hose and connectors for T-701D - Include T-701D 2 each hot section harness and manifold, with integrated storage on the trailer mounted system - High pressure hoses mounted on hose reels - Inlet water hose mounted on a hose reel - Foaming application hose mounted on a hose reel 0002 - (1) EA: Shipping FOB DESTINATION to JBER, AK 99506 Please include shipping directly to Anchorage AK 99506. Firms that believe that they can provide similar required items must provide supporting evidence to the Contracting Officer. This announcement constitutes the only written notice. Basis for award will be the best value to the Government. In accordance with FAR 52.212-2, the Government will award a contract/purchase order resulting from this solicitation to the responsible offeror whose offer conforming to the solicitation will be most advantageous to the Government, price and other factors considered. The following evaluation factors shall be used to evaluate offers: Technical (item specifications) and Price. The following provisions are incorporated by reference: FAR 52.204-7 Central Contractor Registration, FAR 52.212-1 Instructions to Offerors-Commercial Items, FAR 52.212-3 Alt I Offeror Representations and Certificates-Commercial Items, FAR 52.212-4 Contract Terms and Conditions-Commercial Items, and FAR 52.212-5, Contract Terms and Conditions-Commercial Required to Implement Statutes of Executive Orders-Commercial Items. To be eligible for contract award, all contractors must be registered with the System for Award management (SAM) found at https://www.sam.gov/portal/public/SAM/.
