- Notice of Intent: The Department of Homeland Security, U.S. Coast Guard (USCG), Command, Control, Communications, and Information Technology Service Center (C4IT) intends to enter into negotiations on a sole-source basis under the authority of FAR 8.405-6 with SeaSpace Corporation, Poway, California, for providing services to maintain and support the TeraScan High Resolution Picture Transmission (HRPT) and Defense Meteorological Satellite Program (DMSP) systems onboard the Polar Class Icebreakers CGC Polar Star (WAGB-10) and CGC Healy (WAGB-20). SeaSpace Corporation is the original manufacturer of the TeraScan system hardware and software. The TeraScan system is a unique satellite imagery reception system designed and engineered by SeaSpace Corporation and is operated through SeaSpace proprietary software. The NAICS Code is 517410, Satellite Telecommunications. The small business size standard is $32.5 million. The Period of Performance for the task order shall be from 10/1/2017 - 9/30/2018. The contract is on the GSA Schedule, contract number GS-35F-174ABA, effective dates: 1/28/2014 - 1/27/2019. This notice is not a request for competitive proposals. Business sources, able to provide the above listed services may respond to this announcement within 15 days of its publication. Respondents are required to demonstrate their abilities to maintain and support the TeraScan High Resolution Picture Transmission (HRPT) and Defense Meteorological Satellite Program (DMSP) systems while ensuring their proposed method does not have any potential adverse impact upon schedule. Interested firms should submit in writing, its name, address, point of contact, telephone number, business size, and a statement regarding its capability to provide the above services. If no responses are received within fifteen (15) days with sufficient information to determine that another responsible source is available, negotiations will be conducted with SeaSpace Corporation, Poway, California. NO TELEPHONE INQUIRES WILL BE ACCEPTED. ALL COMMUNICATIONS SHALL BE IN WRITING.
