- Bridge Erection Boat Market Survey This is a market survey questionnaire requesting information in support of the following potential requirement. No contract will be awarded from this announcement. This is not a Request for Proposal (RFP) or an announcement of a forthcoming solicitation, nor is it a request seeking contractors to be placed on a solicitation mailing list. Response to this questionnaire is voluntary and no reimbursement will be made for any costs associated with providing information in response to this market survey and any follow-on information requests. Data submitted in response to this market survey will not be returned. No solicitation document exists at this time, and calls requesting a solicitation will not be answered. The U.S. Army will not publish the results of this questionnaire. Respondents will not be notified regarding information obtained related to this questionnaire. If and when a solicitation is issued, it will be posted on www.fedbizopps.gov. It is the respondent's responsibility to monitor these sites for the releases of any synopsis or solicitation. The paragraphs below contain additional information regarding the questionnaire and its subject. Thank you in advance for your time and participation in this market survey questionnaire. The purpose of this questionnaire is to support market research efforts being conducted by the U.S. Army to better understand the availability and capabilities of Original Equipment Manufacturers (OEMs) or other qualified sources to provide the Army with a M30 Bridge Erection Boat (BEB) to the requirements of the Purchase Description (PD). The PD is For Official Use Only (FOUO) and is marked Distribution D - Export Controlled. The Government will provide these Attachments separately via requests through FedBizOps. Parties interested in obtaining the PD must be certified in the Joint Certification Program (JCP), have an active System for Award Management (SAM) account, and submit a signed Non-Disclosure Agreement (NDA) via email to brian.k.brass.civ@mail.mil. The data custodian in JCP must sign and submit the NDA which is attached to this announcement. The interested party shall provide the Organization's name and CAGE code. Upon submission of the NDA, the data custodian can requested access to the PD through the attachment to this announcement. The data custodian must be registered in FBO in order to request access to the technical data. Upon approval, the Government will provide online access to the PD. In its primary mission mode, the BEB provides propulsion, thrust, and stabilization to support worldwide tactical float bridging and rafting operations. The BEB is specifically designed to provide high thrust characteristics and operate in high particulate matter environments, to include silt in fresh, brackish, and seawater. The BEB is used to assemble and disassemble sections of the Improved Ribbon Bridge (IRB) during full closure bridge operations. The BEB is also used to assemble and propel sections of the IRB during rafting operations. The BEB provides stabilization and temporary anchoring to the IRB and Line of Communication Bridge (LOCB) until a more permanent anchorage system is emplaced. The BEB performs secondary missions of diver support, personnel movements, recon, and serves as the water safety craft. All functions of the BEB are performed by no more than a two-person crew. The BEB must be compatible and interoperable with all of the following equipment in the Multi-Role Bridge Company (MRBC): Combat Bridge Transporter (CBT) and Bridge Adapter Pallet (BAP), and Palletized Loading System Trailer (PLST). The BEB must be capable of rapid deployment from its launch/retrieval platform in various theaters of operation. The BEB must be transportable by highway, rail, and air (helicopter and airlift). The following requirements will be applicable: General: - Operate primarily on JP-8 fuel, as well as diesel and Jet-A fuels. - Be powered by twin engines with twin waterjets (pump jets allowable) - Interface with the Improved Ribbon Bridge (IRB) and Standard Ribbon Bridge (SRB) - Provide sufficient thrust to propel an MLC 140, 7-bay raft at 6 fps or greater - Be capable of supporting the weight of an armor package Transportability - Highway Transportable on the CBT with the M15 BAP - Air Transportable on the C-5 and C-17 aircraft - Allow a CBT loaded with the BEB to tow an M1076 PLST loaded with a BAP/BEB combo - Sea transportable on standard military ocean assets - Rail transportable on standard rail assets and tunnel clearances Please see attachment - respond to every question as concisely as possible. 1. Include relevant sales media, product manuals, or other forms of information relevant to this questionnaire to gain insight into the company, product performance, reliability and warranty performance. Provide this information within a separate attachment to your response, please entitle it "Additional Information". 6. Clearly mark any proprietary information. If applicable, the front page of your response package should state: "Proprietary Information Contained." Provide a release statement indicating that the proprietary information may be distributed to U. S. Army personnel involved with this market investigation. 7.
