- This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR 12.6 as supplemented with additional information included in this notice. This announcement constitutes the only solicitation and a separate written solicitation will not be issued. This solicitation number is NICHD-17-139 and is issued as a Request for Quotation (RFQ). The solicitation/contract will include all applicable provisions and clauses in effect through Federal Acquisition Circular 2005-95. The North American Industry Classification (NAICS) Code is 334516 and the business size standard is 1000 employees. However, this solicitation is not set aside for small business. This acquisition is being conducted using Simplified Acquisition Procedures in accordance with FAR Part 13. Eunice Kennedy Shriver National Institute of Child Health and Human Development (NICHD) have a requirement for a vendor who can provide the following Acea Biosciences NovoCyte 3 laser Flow Cytometer and service(s): Item# NovoCyte 3000VYB #2010042 - NovoCyte 3 laser Flow Cytometer, 13 fluorescent channels with FSC + SSC. - Excitation laser: 405nm; 488nm; 561nm- Includes NovoExpress software package for instrument operation and data analysis (3 licenses) - 6 PMTs (445/530/586/615/660/780nm) - Includes workstation Dell OptiPlex 7010/7020 SFF with 23" LCD monitor and Windows 7 Professional operating system - 1-year warranty - Quantity (1) EA Item# UPGRADE - Laser upgrade to 100Mw; 561nm laser - Quantity (1) EA Item# 2040009 - Installation & Training (1.5 days, up to 5 trainees) - Quantity (1) Charge See attached Technical specification The NovoCyte will be used to study mechanism of HIV fusion and in other projects in our laboratory. The instrument is equipped w/three lasers and capable to acquire 13 different fluorescent channels. Upgraded 561 nm laser provides greater sensitivity necessary for detection of red fluorescent proteins that we use to detect HIV infection and phosphatidylserine exposure. The NovoCyte provides high performance flow cytometry in a bench top foot-print. The platform is designed to be used by researchers who have varying levels of experience with flow cytometry, from novice to experienced users. The NovoCyte has several novel design similar size or investment cost. The NovoCyte® features FSC and SSC as standard plus up to 13 fluorescent detection channels on the instrument configuration. NovoCyte can be configured with blue laser, blue & red lasers, blue, red & violet lasers, blue, red and green lasers or blue, violet, and green lasers for excitation and detection of the most commonly used fluorescent dyes. To enhance usability the platform incorporates powerful signal processing providing a 7.2 log dynamic range. This eliminates the need to set PMT voltages and simplifies instrument set up. To analysis data NovoCyte Express comes standard with the instrument. NovoCyte Express enables direct analysis and /or the ability to export data in FCS 3.1 and CSV formats for indirect analysis. The optional auto-sampler allows hands free processing of samples in 12x75 mm tubes, 1.5 & 2ml tubes and 24, 48 & 96 well micro-titer plate formats. This enables a wide array of potential applications including (but not limited to): •Cell proliferation •Cell Health •Cell Cycle •Cell phenotyping •Cytotoxicity •Cell Signaling •Cell quantification The offeror must include a completed copy of the provision of FAR Clause 52.212-3, Offeror Representations and Certifications - Commercial Items with its offer. The provisions of FAR Clause 52.212-1 Instructions to Offerors - Commercial Items; FAR Clause 52.212-2, Evaluation - Commercial Items -Evaluation Procedures: The Government will award a contract resulting from this solicitation to the responsible offeror whose offer, conforming to the solicitation, based on lowest price/technically acceptable. Only those offerors determined to be in compliance with the requirements as stated in this solicitation will be considered for award. Non-conformance with this requirement may result in the offeror's quote being determined unacceptable. FAR Clause 52.212-4, Contract Terms and Conditions - Commercial Items; and FAR 52.212-5, Contract Terms and Conditions Required to Implement Statutes or Executive Orders - Commercial Items - Deviation for Simplified Acquisitions applies to this acquisition. The offeror must include their Dun & Bradstreet Number (DUNS), the Taxpayer Identification Number (TIN), and the certification of business size.
